Measuring public opinion is a complicated task. It is critical to define how public opinion should be interpreted in order to understand what the object of measurement represents. Thus, Converse (1987, p.513) suggests an explicit description of the term saying that it is “a kind of complex organic whole which mirrored the organization of society into functional groups.” From this perspective, the subject of measurement is more complicated than a simple reflection of the shared views and beliefs.
