The citizen will behave in a manner that is acceptable, and this enhances collaboration (Holloway, 1972).

Necessary leadership and administrative support are provided by resolving citizens’ complaints regarding the nation’s policies and procedures. Providing citizens with guidance on how to handle complex problems and resolving complaints is vital.
