Abstract
I am going to write a proposal devoted to the identification of the reasons for road accidents. I conduct a literature review with the purpose to understand the causal variables which lead to road accidents. The theoretical framework is taken as a method for research. A comparison between Abu Dhabi and Dubai is the center of the discussion. I also take several interviews with doctors, police officials, and victims to get more data about the causes of accidents.
The results of the research show that a human factor is the main reason for the accidents in both cities. However, human opinion about the reasons for the incidents differs in two cities that may cause more problems in case human opinion does not coincide with the real state of affairs. As a result, the research is useful as it creates the background for measures and laws for the safety and driving guidelines to reduce the number of road accidents which are to be imposed by the government in these two emirates. The novelty of the research is like the study which is a comparative one that shows that the problems with the driving rules are common for different cities in UAE.
Introduction
UAE is the country where the number of road incidents is too high. According to the UAE accident report for 2011, there are 6700 car accidents among which 7808 injuries and 720 deaths. This is a very high activity even though the country reports about the reduction of the number of cases (UAE accident report for 2011, 2012). In comparison, people die 7 times less likely in a car accident in the UK (Suraya Foundation, n.d.).
Research is necessary in the sphere with the purpose to understand the main reasons for the road accidents as only in this case it is possible to offer the solution to the problem. It is essential to conduct comparative research that has presented the results of the road accident reasons in the two biggest emirates of UAE to show that the reasons are common for the places and the further changes are to be implemented on the state level. The proposal is aimed at pointing to the main reasons for the road incidents based on the reports and other literature sources with the purpose to allow the specialists to offer the solutions to reduce the number of car accidents in further research.
Motivation/problem statement/importance of problem
The problem is very important and it needs solutions in the nearest time. It has already been stated that UAE enumerates 6700 road incidents in 2011 (UAE accident report for 2011, 2012). Road incidents are the main reasons for child death in UAE (Asad, 2012). Therefore, the changes are necessary for the laws devoted to traffic. However, to be effective, the changes are to be based on the specific data, not on the prepositions and the experience of other countries. The problems which occur in UAE and its cities have deep roots as the number of car crashes says about the constant and regular failure to follow the norms.
The statistics presented in the UAE accident report for 2011 (2012) and the data stated by Asad (2012) stress the high necessity to make changes. The number of people who die in car crashes is too high. It could be more problematic if people did not affect the issue and nothing could be changed. However, the reported human significance in the reasons for the road incidents states that it is possible to change the situation and the final results are going to change as well. People got used to driving dangerously, without following the rules. Still, it can be changed if new rules are imposed.
Literature review
Road incidents in Abu Dhabi and Dubai are numerous. UAE is one of the leaders of the deaths because of the car crashes. Considering the reasons for the high rate of road accidents, the research of the latest and the widest scale crashes is to be considered in such emirates as Abu Dhabi and Dubai. As reported by Chowdhury (2011), the pile-up which involved 127 motor vehicles and took place on April 2, 2011, was caused by the too high speed of the crash participants and their failure to meet the distance norms.
Harnan (2012) reports about the same speed reason for the car crashes which took place in May 2012 on Dubai-Abu Dhabi road. The high speed and inattentiveness of one of the drivers are the main reasons for the crash. Solon (2011) states that people are inattentive while driving because of the use of mobile phones. Thomas (2010) assures that “more than 80 percent of the accidents were caused by human error” and other research and reports in the spheres prove these statistics. Human errors are caused by the high speed when a person is unable to react appropriately.
It should be stated that after the speed limit on Dubai-Abu Dhabi road, the number of car incidents has reduced, according to the research conducted by Anna Zacharias (2012).
Related work
Having conducted a literature review, it becomes obvious that human beings are responsible for road incidents. The inability to meet the speed limit prevents drivers from fast braking even if they can react adequately. The failure to follow the rules of the distance also causes car crashes as cars cannot stop immediately after drivers react to the situation. Many other reasons discussed in the literature review are essential in high rates of road accidents in Abu Dhabi and Dubai. These reasons are to be put based on further research which is to be conducted on the ways how to reduce the rate of road incidents in the country.
Even though the literature review is accurate and the sources are reliable and up to date, the research has several limitations. First of all, the researchers base their opinion on the sources which are available from the mass media. The personal research with the police reports is not conducted. The theoretical approach is useful but it should be supported with irrefutable facts that are absent. Moreover, the short interviews with doctors, police officials, and victims lack supportive evidence that proves their words. Therefore, it may be concluded that the research is more like the problem overview rather than profound research in the sphere of the road incidents in Abu Dhabi and Dubai.
Proposed solution
The research I am going to conduct will affect the driving system in general. Having considered the specific reasons for road incidents, it would be easier to conduct further research. It may be stated that this study is the basis for further research which is going to solve the problem of a high level of road incidents in Abu Dhabi and Dubai. Having conducted research, it may be offered to refer to the data as to the guide for making changes on a legal basis. Thus, the speed limit is to be imposed with the increase of fines for the inability to meet them. The same should refer to distance and other law violations.
People should be informed about further changes. It is important to develop specific rules for drivers and increase the monitoring system. Violation of the rules takes place when the monitoring fails. In the case of Abu Dhabi and Dubai, the law is to be reformed with the changes in the monitoring system.
Hypothesis under test
Human beings are responsible for a high level of road incidents in Abu Dhabi and Dubai as they do not meet the speed limit, distance, and general careless attitude of car drivers to pedestrians.
Overview of the proposed solution
The solution to the discussed problem is going to be the basis for further research. Therefore, it may be concluded that the study under discussion is a very important pre-research survey that allows us to check the reasons for the road incidents and to create the background for further research. Therefore, my research is going to contribute greatly to further changes in the traffic rules in the UAE emirates.
Specific research contributions if the project is successful
The research contributions are essential as in case the project is successful and the hypothesis is affirmed, it would be possible to reduce the number of road incidents using developing the rules for drivers.
Evaluation methodology
The research methodology is effective at this stage of the research and supports the hypothesis.
