Provide advantage and disadvantage of the COA. Provide rationale for the decision.
Below are some additional information for the COA. However review the attachment as well.
I have 2x significant concerns after updating our COA 1 products based on our WG results:
The MLR CO’s primary concern, for both WG worksheet 1 and worksheet 2, is our ability to effectively guard in LOA Silver with a single LRUSV platoon.
I do not see how we addressed this concern in the WG. There are no changes to the T/O, nor do I see any resources being reappropriated to the ME or an explanation that would otherwise address the CO’s concern.
I think not addressing the Type 93 is a ‘miss’ on our end.
Rationale: The MLR is tasked with denying the Venturan Carib Command use of the sea and airspace in LOA Silver Center Sector and LOA Gold.
My interpretation is that this applies to an enemy submarine in either sector whether we have the organic capability to detect and target a submersible or not.
Per the 10th MLR CO’s Orientation and Initial Intent: “Our 3x LRUSV platoons and 2x NMESIS platoons provide us with our organic offensive capability, but we don’t have enough of either to maximize effectiveness without careful integration with external ISR (e.g., P-8A, MQ-9) and C2 capabilities (e.g. E-2C).”
Barring any objections, I will include the following updated EFSTs, that integrate the P-8A IOT address the Type 93 threat, in the final draft after I receive everyone’s feedback when week 14 kicks off in January.
EFST 1
Task. Limit TF1/Carib Command FFG/DDG/Type 22 FA/Type 93 ability to maneuver in LRUSV Engagement Areas in LOA Silver and LOA Gold.
Purpose. To create opportunity for TF Silver (ME), TF Gold-North (SE1), and TF Gold-South (SE2) to mass LRUSV Hero-120 anti-ship munitions.
Method
Priority: POF CTF 40 F-18 & EA-18 sorties and TF 44 P-8A to the ME.
Allocation: Priority ME LRUSV Plt/ Alt: SE1 LRUSV Plt
Restrictions: None.
Effects. TF1/Carib Command FFG/DDG/Type 22 FA/Type 93 suppressed and unable to maneuver in LOA Silver and LOA Gold.

EFST 2
Task: Delay TF1/Carib Command FFG/DDG/Type 22 FA/Type 93 ability to transit through NMESIS Engagement Areas in LOA Silver and LOA Gold.
Purpose: To allow TF Silver (ME), TF North (SE1), and TF South (SE2) to engage Carib Command surface combatants with NMESIS anti-ship missiles.
Method
Priority: POF CTF 40 F-18 & EA-18 sorties and TF 44 P-8A to the ME.
Allocation: Pri: ME LRUSV Plt/Alt: SE1 LRUSV Plt
Restriction: None.
Effects: TF1/Carib Command FFG/DDG/Type 22 FA/Type 93 suppressed and unable to maneuver in LOA Silver and LOA Gold.
