Introduction

Successful execution of humanitarian assistance and disaster management in a foreign country requires proper communication plan from the military. The plan should be developed to address the major principles of the operations in a well-organized manner (Wilson, 2012). It is in this light that this paper seeks to develop major components of a communication plan that will guide the Operation Tomodachi in Japan. The components of the plan are outlined as follows.

Problem and Definition of Key issues

Key issues involved will include coordination problems and policy factors. Coordination refers to the follow up of activities. Policy problems are issues that arise due to inconsistency between the rules of various entities.

Mission

The mission of the plan will be to provide rescue operations and humanitarian services to the American citizens and members of the public in Japan. The issues that will be involved in the operation will be identifying the regions affected and the selection of proper rescue site. Apart from the defense department, the operation will involve other support teams such as the U.S. Agency for International Development (USAID) and the department of foreign disaster management. The situation, therefore, creates the need for proper coordination to ensure the achievement of the desired results (USAID, 2012).

The commander’s intent in light of the above mission is to ensure proper coordination in the military assistance of the survey team and task force that will be directly involved in the operations. Formation of the military survey team and the direct operation unit will be very important for the achievement of the mission (Sanborn & Gidget, 2011).

Objectives

As indicated in the mission, the operation will involve different entities from the United States and N.G.Os in Japan. The operation will be guided by objectives, which include the following.

  • To apply the directions and policies of the U. S. embassy during the operations.
  • To create good working relationships with other entities involved in the program.
  • To form an effective military survey team.
  • To facilitate the supply of relief items.
  • To use information from the embassy to identify areas occupied by American citizens and affected members of the public.

Tactics Communications and Platform

The above-stated objectives will enable the JTF 519 to achieve the goal of rescuing the American citizens and other members of the public through proper interaction and cooperation with other forces that will be involved in the program (Dawson, 2011).

The tactics for the key themes identified include encouraging cooperation among members of the international community in fighting disasters. The provision of information to the members of the public on disaster management is also an important tactic in handling the problem. The communication platforms for passing information include the public media and social media platforms. It is also important to inform the public about the progress of the program through public media (Dilanian, 2011).

  • Adherence to the goals and objectives.
  • Comparison between JTF and the embassy policies.

Measures of Effectiveness

  • The flow of information during the operation.
  • The degree of cohesion between the various teams.
