In this module, you are confronted with what had commenced as an isolated terrorist attack in one city and now has escalated into a potential national crisis, with various violent groups attempting to exploit this attack for their own agenda. Recent history provides numerous examples of local law enforcement communities in various states being confronted with the task of dealing with violent hate groups who shroud their real agenda in the First Amendment. Charlottesville, Portland, Toledo, and Skokie are a few of the numerous U.S. cities that experienced the violence and devastation caused when the exercise of free speech became the battleground of opposing groups.
Due to the circular nature of the intelligence cycle, you will need to refine your strategy and provide recommendations for the stakeholders who need to deal with this potentially explosive situation.
The Pack, on its website, is calling for a protest at the Baitul Islam Mosque in Detroit in four weeks – on April 20. This coincides with the Lollapalooza 4-day concert event being held at the Tiger Stadium in Detroit. The Southern Poverty Law Center is reporting that the protest is being promoted on the websites of the numerous white supremacist, neo-Nazi, skinhead, Christian Identity, anti-Muslim, and anti-immigrant groups.
The New Jersey Department of Homeland Security issued an intelligence report that indicates that the Anti-Pack, a known affiliate of Antifa, is planning on counter-protest on April 20 in Detroit.
MI-5 is reporting that known members of the London-based Hooligans are talking of traveling to the United States to attend the Lollapalooza event. Canadian Security Intelligence Service is also reporting that known participants of the violent anti-G20 summit, which led to 400 arrests in Toronto, also plan on travelling to Detroit during this timeframe.
Directions- The new information that keeps pouring in means that you will have to continually adjust your strategy. Some developments may require a significant departure from the strategy – or an important adjustment. Review the strategy that you created in Module 3. What needs to be adjusted? How does the new information fit into your original strategy? (This is a thought exercise that will help you as you move forward in the scenario; nothing needs to be submitted on this part.)
Now that you have identified your gaps in your intelligence and appropriately tasked the appropriate agencies within the USIC to fill these gaps, your immediate supervisor has tasked you to draft a memorandum that analyzes the current situation in Michigan and gives recommendations based on prior similar incidents that can be incorporated into a future FBI Law Enforcement Intelligence Bulletin.

Provide at least two different recommended courses of action and briefly lay out the pros and cons of each.

I know it is only a two-page assignment, but I would like you to incorporate the attached format from the USIC “How to Write an Intelligence Product in the Bottom-Line Up Front (BLUF) Format.” Also, I also believe it provides an excellent breakdown on how to produce an intelligence product.In addition, I would like you to concentrate on the following 5-sections of the BLUF:Key Judgments

Substantiation/Analysis
Outlook
Lastly, with regard to the actual assignment, ask the following questions:Do you anticipate that this parade is going to proceed “peacefully” or is there a high probability of violence between the extreme groups?

Based on your analysis of past “protests” that are similar, what recommendations would you make to those responsible for the safety of public?
