Telecommunications refers to the transmission of data over long distances using electric and electronic techniques. Analog transmission, on the other hand, employs signals that may be represented by sine waves, as opposed to digital communication, which uses square waves. Additionally, analog cellular signals have continuous values, but online communications signals have distinct values. Furthermore, noise affects analog communications, whereas noise has no effect on digital communications.

Similarly, parallax increases the likelihood of inaccuracy in analog transmissions, while telecom is the automated transfer of digital signals that are nearly parallax-free. As a result, analog communication necessitates more complex gear, whereas digital communication necessitates less complex technology. Analog transmission is also less expensive than digital communication, since online technology is inherently more expensive. Analog communication necessitates narrow bandwidth, but digital communication necessitates large bandwidth. Finally, analog communication necessitates power, whereas digital communication necessitates a lot less.

In conclusion, analog communication relies solely on the delivery of information from the transmitter to the recipient using a continuous time-changing signal. Digital communication, on the other hand, makes use of digital technology to transfer information via a channel. With the introduction of digital technology, analog communication is becoming outmoded in today’s world. Digital communication has the disadvantage of requiring more capacity for transmission, which makes it more expensive. As a result, if money is not a problem, we can use digital communication for our needs, but if we require a cost-effective solution, analog is the best.

The corporation was established in 1991 as the result of demerging of Racal Telecom from Racal Electronics. Vodafone Group is one of the largest telecommunications service providers in the United Kingdom, operating in Asia Pacific, Africa, the Middle East, and Europe. Its mobile network includes 26 countries with the provision of the fixed services in 17 nations. Moreover, it has partners’ shares in additional 57 countries. The company holds 24% of the mobile market share in the UK. In the other states of functioning, its presence goes over 28% and reaches 50% in Africa. Vodafone has 462 million subscribers worldwide. The primary mobile services that the company provides are access to call, the internet, text, video and music streaming. The telecommunications industry is the rapidly changing field influenced by the innovations and deregulation processes. The continually rising numbers of mobile users, the enhancing access to broadband technology, and the diversity of mobile services which are highly integrated with the Internet have changed the industry perspectives.

The Threat of Entry and Substitutes

The telecom field is extremely competitive. The fight for the leadership among the equal by size and ambitions companies determines the high level of rivalry. The economic scale and scope influenced by the limited number of operators and the abundance of independent data and applications providers can quickly change the dynamics of the industry. The major rivalries constitute strategic groups with the similar services and customer profiles. BT Group, EE, O2, and Vodafone are the enduring adversaries in the UK domestic market.

According to the European regulations, the mobile telecommunications companies can facilitate the same services as the fixed line providers. The laws give the mobile operators additional shares in the industry, but, at the same time, the telecom firms have to accept the rules of the game set by the fixed line facilities distributors. Seen as the obstacle by the dominant industry players, the regulations are supposed to equilibrate the relationships and stimulate the competition between two strategic groups of the sector.

The telecommunications market demands substantial investments in maintenance, updating, and extension of networks and services; moreover, obtaining the license for supplying utilities is the significant financial obstruction that newcomers barely go through if they do not have enough economic resources. The tendency of consolidation in the telecommunications sector is widespread and, probably, going to expand with such examples as the acquisition of O2 by Hutchison Whampoa, purchasing of Spanish Ono S.A. and the joint venture between Vodafone Group and the Dutch Liberty Global. The minor risks of entry and supplement reduce the attractiveness of the industry unless a company has sound financial, technological, and human resources. On the other hand, innovative and flexible businesses such as application developers which are not interested in the leadership of the industry and do not fight for significant shares of the sector can create the breaches in the barriers of entry.

The bargaining power of buyers and suppliers

The industry’s strategic consumers can be divided into three groups: residential, small business, and corporate purchasers. The individual users are searching for the balance between the decent utilities and the lowest prices. Thus, the switching costs for the private buyer are moderate, and the residential preferences and loyalty may depend on the additional services – customer and technical support, online and physical availability of the provider – that bring satisfaction. Although the small businesses are less volatile in comparison with the private purchasers, the enterprises are interested in low prices to minimise the expenses. The corporate buyers, on the other hand, rely on the customised services and products which increasing the switching costs. Overall, the bargaining power of buyers is medium regarding the spectrum of the customers and their flexibility in switching costs.

Another aspect that can influence the attractiveness of the industry is the bargaining power of suppliers. The dependence of the telecom companies on the suppliers may seem significant but only at first sight. The vendors provide mobile handsets, fiber-optic cables, billing software, and broadband equipment without which the market’s operators cannot transmit and store data and voice. The telecoms are not tied to the definite number of material manufacturers and sellers because of the diversity of providers.

Human resource equipment may increase the dependence on supply. Hiring talented engineers and managers requires significant investment in HR departments. Hence, equipment providers and the specialists equilibrate the bargaining power of suppliers and place it in the middle between the high and low force.

To sum up, Porter’s five forces analysis assists in the outlining of the industry’s attractiveness and the rivalry advantages the firm may have. At the same time, it helps to build up the strategy for secure presence in the sector. Nevertheless, the limited numbers of the rivals are in the industry; the market is hypercompetitive because of the severe struggle for the leadership in the industry and fights for the new mobile and other services users implemented through research, development, and application of innovative products. The shake out cycle of the industry creates the spaces for growth for the companies with the effective strategies. In Vodafone case, to increase its secure position, the firm should adapt the mobility barriers which enhance the competitive differences between the corporation and the other players in the industry and maintain required flexibility in the highly rivalry environment. Orientation on the new users and corporate clients is an attractive strategic space. It may be reached by the development of customised services and products. The solutions tailored in accordance to the needs of the expanding regional markets and designed for all strategic consumers intensify loyalty and attract new buyers. Vodafone’s significant share of the domestic market and international presence which allow hiring the talented professionals with the support of the local human resources departments and opening the opportunities to work with the numerous regional suppliers is a valuable strategic decision to strengthen the competitive potential of the company.

Why There Are Few Women in Telecommunications Industry in Europe and Middle East

Introduction

A decade into the 21st century, women in nearly all progressive countries across the world continue to be disadvantaged in their careers relative to men. Despite sustained efforts by governments and industry to promote gender equality in the workplace, women persist to experience occupational segregation, wage disparities, fewer promotions, and less significant wage increases (Schweitzer et al., 2011).

This view is reinforced by Schreuders et al. (2009), who observes that occupational segregation, particularly in science and engineering fields, has been a matter of concern for governments and scholars worldwide.

Available statistics demonstrate that in spite of their talent, ability, and opportunity, women continue to be underrepresented in these critical sectors of the economy (Schweitzer et al, 2011), with Bhatia & Amati (2010) suggesting that the segregation is the direct consequence of social, political, and economic systems that continue to reinforce gender stereotyping and role expectations.

On her part, Bystydzienski (2004) posits that it is the lack of encouragement, mentorship, support and appropriate socialization to enter and remain in the sciences, engineering, or technology-related fields that is entirely to blame for the few number of women exhibiting interest in these fields.

Although many research studies (e.g., Baron & Cobb-Clark, 2010; Coder et al., 2009; Franzway et al., 2009; Morganson et al., 2010) have been initiated in a focused attempt to understand the reasons behind the noted occupational segregation of women in science and engineering fields, only a handful (e.g., Kotsilieri & Marshall, 2004) have attempted to evaluate the trajectories of these dynamics from an industry-specific perspective.

Furthermore, these studies do not attempt to place the findings in a broader, historical, and institutional context, not mentioning that they lack the comparators necessary to understand the problem within a wider social and geographical context.

It is these gaps in knowledge that provide the impetus to undertake the present study, which aims to understand why there are few women in the telecommunications sector in Europe and the Middle East.

Background of the Study

Schreuders et al. (2009) observe that “…unlike other historically male-dominated occupations that have seen gains in achieving gender equity, many sciences, math, and engineering fields have remained peculiarly unbalanced in terms of gender” (p. 97).

Other research studies (e.g., Kusku et al.; 2007; Coder et al., 2009; Kotsilieri & Marshall, 2004) demonstrate that underrepresentation of women in engineering and technology-related fields continue to widen as women engineers and technicians find themselves swimming against the tide of prejudice intrinsically reinforced by the social, cultural, psychological and economic realities of life.

These assertions are supported by well-documented data. A survey conducted by the U.S. Bureau of Labor and cited in Coder et al (2009) indicates that while women made up an estimated 43% of the information technology (I.T.) workforce in 1983, the female percentage dropped to a paltry 26 % in 2008 in spite of the fact that the total I.T. workforce had more than doubled for the indicated period.

Of course many research studies have been progressed to understand the dynamics involved in this type of occupational segregation, but it still remains unclear exactly why women remain a minority in engineering and technology-related fields (Coder et al, 2009).

Indeed, extant literature demonstrates that many women hold the necessary educational background and resources to venture into these technical fields, but end experiencing impediments for reasons not fully under their control (Kotsilieri & Marshall, 2004).

This notwithstanding, various theoretical orientations have been advanced to explain the perceived lack of gender representation in engineering and technical fields, and what could be done to contain the situation from further deterioration. The present paper will heavily rely on two of such theoretical conceptions, namely the social constructionist theory and the pipeline theory.

In considering how women view their abilities and position themselves in relation to their male counterparts, this Research is profoundly influenced by social constructionist doctrines as the experiences and characteristics accredited to women, portrayed by academia and industry as contributing to their current occupational segregation in engineering and technology-related fields, are not timeless and universal but are socially, historically, psychologically, and politically located (Kotsilieri & Marshall, 2004).

To deduce that all women judge, think, or relate in distinctive and universal ways when making career choices, particularly in fields traditionally considered as male-dominated, inarguably denies the contextuality that frames behavior (Benson & Yukongdi, 2005).

Consequently, this study attempts to understand the reasons why there are few women in telecommunication industry by comparing experiences of women in two continents, Europe and the Middle East, with a view to comprehensively cover the differences that may arise from the diverse contextual and geographical backgrounds.

The present study will also draw upon the pipeline theory to analyze why women are yet to achieve equal representation in engineering and technology-related fields, with specific reference to the telecommunications industry in Europe and the Middle East.

As highlighted by Schweitzer et al. (2011), “…the pipeline theory suggests that increasing the number of women in male-dominated fields should lead to more equality in the labor market…

This presumes that women and men in the pipeline expect comparable career outcomes” (p. 422).

However, as has been demonstrated in a number of research studies concerned with evaluating the reasons behind gender-based underrepresentation in the labor market, the movement of more women into the pipeline has not resulted in enviable treads for women careers, particularly when it comes to engineering and technology-related disciplines (Schweitzer et al, 2011; Coder & Rosenbloom, 2009).

Much attention will, therefore, be focused on understanding why women are yet to achieve comparable career outcomes with their male counterparts in the telecommunications sector, and the various alternatives that could be implemented to remedy the disparity.

Issues of meritocracy and social-cultural orientations will be comprehensively discussed and evaluated with a view to synthesizing the obstacles that come into play to hamper more women representation in the telecommunications sector in Europe and the Middle East.

Advocates of meritocracy are of the opinion that “…in true meritocratic systems everyone has an equal chance to advance and obtain rewards based on their individual merits and efforts, regardless of their gender, race, class, or other non-merit factors” (Castilla & Bernard, 2010 p. 543).

Inside organizations, a fundamental strand of this study will concern how organizational policies and strategies affect employees’ opportunities and careers, particularly those policies and strategies designed to reduce discrepancies for women working in technical-oriented disciplines.

In equal measure, previous studies have identified aspects of entrenched masculine culture, social-cultural dynamics, and weak coping mechanisms as major reasons for lower representation of women in technical disciplines such as telecommunications engineering (Kotsilieri & Marshall, 2004; Morganson et al., 2010).

Indeed, Franzway et al (2009) posit that “…although women are as competent as their male colleagues in the technical dimensions of engineering, the gendered expectations and processes within engineering organizations are an entrenched problem for women’s careers” (p. 91).

The rationale of the Research

This study arises from the need for organizations and governments to develop policies, plans, and strategies that can be used to inform effective policy-making with regard to inclusion of more women into career fields traditionally considered as male-dominated.

The paucity of statistical data on the underrepresentation of women in technical fields in other countries, with the exception of the United States (Blau & Kahn, 2007), have often served as a reinforcing agent for ineffective and undirected policies that continue to be developed by organizations and governments in their bid to reverse the gendered disadvantage.

Second, the study is informed by the need to develop tangible alternatives that can be used by organizations to not only encourage more women into engineering and technical fields but also to retain them. Extant Research demonstrates that women have unique capabilities and talents that could be used by organizations to attain optimal productivity and competitiveness (Kotsilieri & Marshall, 2004).

Equally, evidence has been adduced to the fact that more women than men are likely to leave employment in technology field (Franzway et al, 2009), due to a myriad of reasons which will be covered comprehensively in this study.

Moreover, the results of this study can be used by educational institutions to develop academic and career paradigms that will encourage more women into the technical disciplines, with the hope that a high uptake of women will translate into equal representation in the labor market.

Aim & Objectives of the Study

The general aim of this study is to critically evaluate the reasons why there are few women in the telecommunications industry in Europe and the Middle East. The following forms the specific objectives of the study:

  1. To critically analyze how women are impacted negatively as a result of employment discrimination in the telecommunications industry;
  2. To critically evaluate the interplay between meritocracy and social-cultural and psychological variables in entrenching occupation discrimination along with gender, and;
  3. To analyze and report on probable alternatives that could be used to alleviate gendered occupation discrimination in the telecommunications industry in Europe and the Middle East.

Research Questions

Based on the above objectives, this study aims to address the following research questions:

  1. What are the current practices and polices used by telecommunications firms in Europe and the Middle East to ensure gendered occupation equality in the field?
  2. What issues within the meritocratic and social-cultural, psychological, geographical and political contexts could be serving as obstacles to gendered occupation equality for telecommunications firms in Europe and the Middle East?
  3. What are the current trends in occupation discrimination in telecommunications organizations in Europe and the Middle East?
  4. What are the alternatives being sought by organizations and governments in the two continents towards addressing the women underrepresentation in telecommunications industry?

Scope of the Study

Although the study makes frequent mention of women in science, engineering and technology-related fields, its analysis excludes all the other women working in the above-mentioned fields apart from those specifically working in telecommunications and information technology (I.T.) fields.

The study does not deal with the position of the management of the selected organizations regarding occupational segregation but focuses attention to understanding the dynamics involved from the female worker’s perspective and the official policies and strategies relating to occupational segregation of women in telecommunications industry within a wider continental context.

This implies that the results gravitate more towards attempting to understand why there are few women in the field within a specific social, geographical and political context.

Structure of the Dissertation

The above forms the introduction section of this study, which has laid the groundwork for the subsequent sections. This section, among other things, have demonstrated the direction that this study takes by discussing the problem, stating the research aim and objectives, and discussing the rationale of the study.

The following section will revolve around critically discussing the available literature on occupational segregation of women in science and engineering fields, with particular reference accorded to Europe and the Middle East. The methodology, the third section, focuses on discussing the study design, population and sample, data collection techniques, and how the data for this study has been analyzed.

The results are presented in section four, under findings, analysis and discussion. This study concludes by outlining some conclusions, recommendations and future research areas in section five.

Conclusion

The present study aims to analyze why there are few women in the telecommunications industry in Europe and the Middle East. Towards this purpose, the study relies on two theoretical conceptions, namely the social constructionist perspective and the pipeline theory, to evaluate the impact of occupational segregation in this critical sector, and the alternatives that could be developed to reverse the trend.

Consequently, the deliverables include, but not limited to:

  1. understanding how women in the telecommunications sector in Europe and the Middle East view their abilities and position themselves in relation to men;
  2. understanding why women are yet to achieve equal representation in technology-related fields;
  3. understanding how issues of meritocracy and social-cultural, political, psychological, and geographical orientations impacts women representation in these fields,
  4. understanding how organizational policies and strategies within the wider continental context could be modified to encourage more women into science, engineering and technical-related fields.

Saudi Aramco is the national oil company for Saudi Arabia and manages the world’s largest crude oil reserves. Over the years, the company has developed into an international petroleum enterprise with expertise in exploration, production, refining and sale of petroleum products.

The company is also responsible for gas processing that is a major contribution to the it’s economy. It also provides other services to its employees such as hospitals and several fire stations that serve both the company and its surrounding residential areas.

The company has employed various forms of telecommunication such as the use of emergency telephone help lines in order to cater for the safety of its workers, the public and even the environment in case of a disaster (Comer 2006). In maximizing the extraction and use of oil and gas, the company has integrated detailed electronic and human networks.

A well established fiber optic technology system that supports high bandwidth voice and data communications has been set up enabling authorities to monitor performance of sea operations from land. It also operates a radio mobile network for its operational areas.

A detailed company website is also another means by which the company is able to advertise its products and services to the entire world. This lessens time and distance barriers enabling the company to survive in the current competitive marketplace.

In regard to the rapidly changing technological environment, ABC communications would like to offer a proposal for the assessment of in-place telecommunication equipment to determine whether they are effective, efficient and economical. This will ensure that the company is up to date with the current telecommunication advancements as it involves analyzing the future viability of the current systems in place while scrutinizing their impact on the achievement of organizational goals.

Achievement of the above will entail the following:

  • A cost/benefit analysis of the telephone and computer systems in use with an upgrade of the systems where necessary. If however, they’re inefficient then new systems may be installed.
  • Offering cheaper alternatives for office communication such as high speed wireless internet services.
  • Installation of the latest fiber optic technology into the system which translates to increased number of calls that can be carried and improved information security as it is difficult to tap into fiber optic cables without detection.
  • Developing streamed videos as a marketing strategy thus enabling customers and stakeholders to browse large files in real time as users can view streamed multimedia as it is being received.
  • Setting up an internet office to store accessible files, phone numbers, email addresses and more especially for employees making it possible for co-workers to send and or receive important documents.
  • Assessment of the company’s internet security and prevention of unauthorized access to corporate computer data. This is by means of constructing an internet firewall with a purpose of limiting access into and out of the network based on the company’s access policy
  • Assist company personnel to identify problems in telecommunication and propose resolutions.

Analysis of Why There Are Few Women in Telecommunication Industry in Europe and Middle East

Aims of the Dissertation

This dissertation will aim at analyzing how women are impacted negatively as a result of employment discrimination in the telecommunication industry in Europe and Middle East. Discrimination in this sense means that there isn’t gender equality when it comes to employments of persons as men are favored more than women in the telecommunication industry in both Europe and Middle East.

In researching on this matter further, the dissertation will answer the question of whether the discrimination against women employees in the telecommunication industry is justified or unjustified. Presently, the telecommunications industry in Europe and Middle East has not fully taken advantage of female talent.

This is negative for the sector and negative for those women who could create new jobs for themselves and their families within the telecommunication professions, which are known to offer better remuneration and career paths than most other sectors.

According to an article written by Meryl Bushell, published the January-February issue of Global Telecoms Business, women account for only 12 percent of the top teams of a sample of leading operators.

Women are engaged in various professional services all around the globe, though they are mainly concentrated in traditionally-female professions like nursing, teaching and administration leaving out professions such as telecommunications and ICT careers to their male counterparts.

Cultural and social attitudes towards what constitutes “male” or “female” professions leads to both horizontal and vertical professional segregation, although the extent of the problem varies from country to country, and from profession to profession.

Though, women daring into non-traditional professions can face some restraints at work, not least of which are segregation, limited access to mentoring and female mentors, and sexual harassment.

The reason for studying the employment discrimination trend in the telecommunication industry in both Europe and the Middle East is to get information about the issues or disputes arising in the telecommunication industry in matters related to employment especially the gender balance and if discrimination is largely experienced in Middle East as opposed to Europe over the last decade.

In addition the telecommunication industry in both Europe and Middle East is very advanced therefore playing a major role in the social-economy of both their States. A number of discrimination claims again women seeking employment in this industry have increased.

Nevertheless, there hasn’t been an improvement in trying to balance out the gender issue when it comes to employing women especially in the Middle East Industry.

However on the other hand, Europe has for the last decade initiated laws, policies and framework intended to address the issue and ensure gender balance is achieved across all forms of employment. The paper will also tackle some of the most often encountered issues in employment law as related to discrimination disputes in both continents (World Bank 2004).

In addition, it will examine whether discrimination against women working in the industry has a negative impact on them. Thus, this research will endeavor to answer the following research questions:

  1. Are there any laws requiring a minimum gender ratio be of a particular gender?
  2. What percentage of females compromise of the women employees in the telecommunication industry?

Methodology

Based on the research topic, the researcher will use secondary sources of information as the main form of information for the research. The researcher will use his discretion which will enable him to go through very large volumes of relevant data both primary and secondary and subsequently select the most appropriate data from published sources which came from books and official websites.

The data will be collected from official websites and industry sources in order to add credibility and reliability to the research findings, additionally qualitative data will be used to analyze the results and support discussions (Jones and Lin 2001).

The primary data collection method to be used will be conducting interviews and questionnaires. I intend to conduct interviews, via phone, with the class of sources involved, therefore I will conduct 16 interviews, whereby 8 of them will be in the Middle East and the remaining in Europe.

Since the aim of the research is to investigate the negative impact on women arising from their discrimination in telecommunication in Middle East and Europe, it will be crucial to interview a sample of women working in telecommunication industry from both Europe and Middle East (Michael,2011).

This will aim to get first hand information from the sources which is, the perspective of the women themselves regarding the subject. An interview will be an effective methodology of collecting information since it first establishes a close relationship between the interviewer and the interviewees. Through interviews, it will also be easy to make follow up when looking for finer details of any interesting piece of information.

In addition, the research will send out questionnaires to employees, labor Union representatives and employers (human resource department) in both Europe and Middle East. The questionnaire will be 100 hundred in total, thus they will be 50 questionnaires among each Continent which will have a total of 70 questions and will be distributed evenly across the study group involved.

Therefore due to the large amount of information collected by both interviews and questionnaire data collection methods, they will enable one to conclusively determine if there is discrimination, why it’s there and make comparisons between the Middle East and Europe (Spender 1997, 141).

In to ensure that the interviews and questionnaires are evenly distributed, I will use sampling method whereby I will randomly pick of a group of people, both males and females in both countries who will be used in the data collection process. The countries and population from which the samples will be taken include Saudi Arabia, Kuwait, Egypt, and Lebanon and Central Europe.

The sample will include wide range of women and men including employees of operators, vendors and intermediaries. The technique to be used in the research to identify the sample will be picking employees who have worked in the industry for at least two years. In addition, through the interviews, women will be capable of suggesting ways through which they feel that their ratio in the industry can be increased (Spertus 1991).

There are two types of interviews that will be used. The first type of interview will be structured interview whereby a questionnaire will be given out to the respondents to fill out the information (Sweetman 2000, 102).The other type will be an in-depth interview which does not involve any rigid questions to be answered.

The study will use the structured questionnaire to get answers for some specific questions in order to get uniform results from several respondents. In-depth guided interviews on the other hand will give the respondents a chance to answer questions freely and hold discussions. For the sake of collecting ample information, the research will conduct individual interviews several times via the telephone.

The choice of qualitative data collection as the methodology to be used is backed by the fact that qualitative research has the capacity of providing detailed information regarding the way a group of people experiences an issue that is being researched. This type of methodology presents the human part of an issue such as the beliefs, opinions or even the expectations of different people.

The methodology fits in well with the aim of the research of identifying the negative impacts on women that result due to denying them a chance to lead in the telecommunication industry.

A woman being denied leadership opportunities in the telecommunication industry is a sensitive issue that would require closeness in trying to understand the negative side of the issue towards them. Such closeness with the respondents in collecting information can only be achieved by using qualitative methods such interviews.

Data analysis is a crucial part towards completion of a study. In this research, data analysis will involve carefully looking at the results from the interviews conducted. From the data provided by the interviewees, the researcher will try to identify the reasons behind discrimination against women employees in telecommunication industry.

The analysis will involve identifying some of the ways suggested by interviewees of eliminating the discrimination. In the analysis, the practicality of the research outcomes in solving the real problems in the field will also be evaluated.

Its common for research undertakings to present challenges and this research is no exception. The first challenge that might surface is that some of the interviewees may be biased and provide information which is not reliable.

This may be as a result of personal dispositions or general unwillingness among some interviewees to participate in the interviews. Another challenge is the financial cost of the research. Although the initial budget has been factored, additional cost may spring up while the research is in progress and this will be a challenge for the researcher.

Feasibility

Doing a feasibility of the subject is an important part in research work. Feasibility study involves ascertaining the viability of the study and uncovering its strengths and weaknesses. However, a question like ‘what are the challenges facing Saudi Arabia business management style’ is a focused research question. Having a research question will therefore make me remain focused within my topic without deviating to other extraneous aspects .

Positivist vs Interpretative Approaches

A positivist approach to research holds the view that reality is accorded objectively and full description is possible through features that are not dependent on the researcher and his research tools. Positivists are involved in testing theories in a bid to increase the power of prediction as they try to understand different phenomena

On the contrary, interpretative approach to research assumes that the source of reality is social variables such as language or shared meanings. Interpretative approach interprets data by analyzing the meanings that people have assigned phenomena hence this acts as the source of their understanding.

The approach to my topic will definitely be different when I use positivist approach because I will be testing theories to increase my prediction capacity of phenomena. When using interpretative approach, my understanding will be based on the meanings that people assign phenomena.

State agencies use mobile technologies to bolster speedy data exchange within and without the government organizations and institutions. In addition, the mobile devices are very convenient and readily available. The mobile devices include mobile phones, smart phones, personal digital assistants (PDAs), tablet PCs and blackberry phones (Younus, 2014, p. 32). The growth in mobile network penetration is remarkable around the world, especially in Europe and Asia, because of the removal of telecommunication barriers and usage of Global System for Mobile (GSM). Most of the mobile devices are for communication purpose and for data transfer and make small business transactions. Now, nearly 5 billion mobile phone subscriptions exist across the globe. Similarly, over a third of the global population has access to the internet. The growth of mobile networks and devices has opened up in remote areas. The growth is, for the most part, significant in developed created and developing nations (Mtigwi, 2012, p. 15).

The Decisive Factors for m-Government Realization

As governments strive to advance their capacity to be deft and omnipresent, they are gradually transforming service delivery towards mobile technologies. However, this requires careful examination, innovativeness and appraisal of new systems for delivering services to the citizens. Skills and Knowledge

Citizen literacy as applied to information and communication technology is essential in the adoption of m-Government service. Mobile and information literacy refers to the ability to use mobile devices, mobile applications, and information, as well as the possession of knowledge of the information. The mobile and information literacy is affected by the individual level of education, maturity, and sex, which all influence citizens to embrace m-Government services (Zeleti, 2010, p. 35). Studies have shown that individual age and level of education positively or negatively influences the use of e-services. Youths (especially generation Y) have a high affinity to technology and technological devices, hence are highly likely to use m-Government services compared to their older counterpart. High affinity to technology and technological devices relates to the level of education. Most tech savvy individuals more likely to welcome the use of m-Government and the majority of them are well-educated (Alateyah et al., 2013, p. 66). In order to improve citizen literacy, a number of countries have introduced ICT centres for citizens and civil servants. These centres are fully equipped with state of the art facilities and professional instructors. Some have even introduced ICT courses in elementary schools, as well as giving out free laptop computers (Younus, 2014).

Information Security

Privacy and data security are very significant factors in the adoption of e-services. Citizens are very sensitive to the security of private information and this can significantly affect the adoption and continued usage of m-Government services (Alateyah et al., 2013, p. 58). The Telecommunication Regulatory Authority receives any form of infringement. In addition, the citizens should be able to verify the authenticity of the mobile services and devices they are using.

Service Quality

Service quality also plays a critical role in m-Government service development.

In order to encourage citizens to embrace m-Government services, the government should put more emphasis on service quality with the target of rate of conveyance, with due thought of data unwavering consistency and accessibility (Alateyah et al., 2013, p. 68).

According to AlAwadhi and Morris (2009, p. 586), system availability is the capacity of a system to be readily available for various operations.

The speed of service delivery is another important aspect of service quality that influences the adoption of e-services. When the government enhances the delivery speed, there is a high a probability that citizens will embrace the new system and gadgets. Delivery speed refers to the time taken when a customer requests for a service and the time he/she receives the service (Alateyah et al., 2013, p. 70). Information quality is also a critical factor of the quality service that influences the adoption of e-services. Studies on m-Government service have listed information quality among the key elements. Information quality is the degree to which the information on a given system possesses attributes such as content, efficacy, aptness, and precision.

Public Awareness

Public awareness is one of the major barriers to the adoption of m-Government services. Awareness is defined as an understanding of the undertakings of others, which offers a perspective for an own undertaking. Increased public awareness is necessary for the development of e-Government. It purposes to encourage citizens to embrace m-Government services. AlAwadhi and Morris (2009, p. 586) states that one of the main concerns in relation to the deployment and adoption of e-services is lack of public awareness on the existence of a new technology or the advantages of the new technology. Sharma and Gupta (2004, p. 463) consider the lack of public awareness of m-Government services or its benefits a major concern. For citizens to acknowledge the value of new technology, the benefits are clear. Therefore, lack of awareness is an impediment to the adoption of new technology. Sheng and Trimi (2008), on the other hand, argue that awareness in the early phase of implementation can significantly influence the adoption of new technology, for example, online banking.

However, AlAwadhi and Morris (2009, p. 2) hold a different opinion. They believe that public awareness does not necessarily influence the adoption of new technology. They give the UK Inland Revenue Online Service as an example. The number of Britons using this system is still very low, despite the government spending a huge amount of resources to market it. The taxpayers feel the new system lack substantial benefits compared to the traditional methods. A similar study conducted in Oman found out that the main factors influencing the adoption of m-Government services include users IT knowledge, public awareness and impetus, vigorous marketing of government strategies and programs, proper legislations and laws, and faith and confidence among the citizens. Nonetheless, the study demonstrates that culture had an insignificant impact on the adoption of m-Government (AlAwadhi & Morris, 2009, p. 3). Briefly, most of these studies contradict each other.

System Design

The consumer’s intention to utilize a given system depends on its supposed efficacy and user-friendliness. Usability is the ease with which citizens can easily access and navigate a government website with the aim of figuring out how to handle the system and be acquainted with its fundamental functions. Well-designed websites are accessible and have enjoyable interfaces (AlAwadhi & Morris, 2009, p. 588). Zeleti (2010, p. 35) defines usability as the ease-of-use of an online portal. For an online portal to be valid, it must have the following aspects: learnability, effectiveness, accuracy and liking. Accessibility, on the other hand, refers to the level at which citizens and search engines can access information on the government portal. Lastly, the government portal should include the official dialect with one or more extra dialects and output for incapacitated persons, which permits natives to get to and explore the data effortlessly. This is because a government portal with multi-lingual support will encourage citizens to use m-Government services.

Culture

Many studies establish the impact of culture on change management. Some of these studies emphasize the impact of culture in change efforts. They match different forms of culture with different types of change management, for instance, upbeat and collaborative culture. They stress that mismatch of cultures and different types of change management may lead to implementation problems (Weick & Quinn, 1999, 365). Therefore, culture can also affect the adoption of m-Government services. Culture can either be a component belonging to a given society or a representative of an entire nation. Weick and Quinn (1999, 367) define culture as an independent explanatory variable, usually determined by the values, beliefs and norms in the society. El-Kiki and Lawrence (2008, p. 977) stresses that the content of m-Government portal should be applicable to the region, culture and dialect to create a sense of belonging among the users. Most m-Government services exist in different fields, for instance, health care and education. Some packages are for specific groups or communities, for example, students. In order to justify the adoption, the services must be relevant to the culture of the targeted group or individuals.

A study conducted by Bagchi et al. (2004) established that individualism and collectivism within a culture could influence e-service adoption. Collectivist society is characterized by strong bond and lasting relationships between individuals. The adoption of e-services in both societies hinges on the disparity between societal functions and interdependency within the group. Since e-services reduce face-to-face contacts, the adoption of m-Government services in individualistic society is high. However, Weick and Quinn (1999, 370) believes that face-to-face interactions can enhance m-Government adoption.

This is why m-Government is limited in some jurisdiction. In addition, physical contact minimizes uncertainty and distrust, hence increased adoption of m-Government services. Finally yet importantly, Governments that pay close attention to citizens’ positive emotions usually experience less instability, increased innovation. This is because positive emotions enhance efficiency and capacity to cope with transformational changes (Bagchi et al., 2004). Zalesak (2003, p. 28) describes civil servants as the most crucial asset, at the same time identifying the element of flexibility in strengthening positive potential. The United Arab Emirates is one of the fastest growing economies in the Gulf Region. M-Government in UAE is a nationwide program initiated by His Highness Sheikh Mohammed bin Rashid Al Maktoum. According to his highness, UAE already has one of the best ICT infrastructures in the globe with over 14 million mobile phone subscribers, which translates to two mobile phones for every person. The country has really made significant strides in its effort to bridge the gap between itself and their Western counterpart. Currently, the UAE government is operating within a special vision to provide basic services for socio-economic growth through enhanced access to government data and information. The UAE government hopes these changes will transform service delivery in the public sector. The changes involve transforming its e-services from e-government to Smart Government (m-Government).

M-Government in the UAE involves the use of cutting-edge Information and Communications Technologies (ICT) and mobile application to provide services to the public. In other words, government services delivered to the citizens through smart phones and PDAs (TRA, 2013, p. 10). In spite of the fact that the utilization of mobile applications is the focal point of m-government, m-Government usually alludes to dynamic utilization of such technologies to provide astute, smart and circumstantial services, which additionally incorporate human and machine correspondences. However, developing a nationwide m-government is a daunting task for any administration on the planet. Such attempts should at the outset, go through a systematic and foundational set of activities in embracing portable technologies in the public sector. These sets of activities should cover a limited time span (Sheng & Trimi, 2008, p. 2).

M-Government committee formed by the Telecommunication Regulatory Authority (TRA) of UAE oversees the management of m-Government transformation in the UAE. M-government committee is the Program Management Office (PMO). The committee’s main responsibility is making key decisions with regard to the level of achievements in every milestone, project lifespan, the joint efforts obliged and the needs (TRA, 2013, p. 14). The transformation of the government’s e-services is due to the recent advancements in the ICT and cellular technologies across the globe, which has prompted many governments to consider or approve the use of mobile technologies as a means of providing services to the public. In addition, the UAE appears to have a robust system and incredible potential to convert m-Government opportunities into a major achievement and become a universal leader in the field (Humaidan, 2013, p. 4).

The transformation of the e-services in the UAE links to the government’s effort to enhance communication networks, the growth of the ICT sector and restructure state corporations and institutions, and to implement e-government. M-Government expects to complement and add value to the existing e-services, as well as provide unique advantages, for instance, m-Government expects to mainstream e-governances by reaching out to all and sundry. Like e-Government, smart government involves industry stakeholders, the government, and citizens. The industry stakeholders include all companies in the mobile phone value chain from network service providers to solution and content producers to the mobile manufacturers. The government includes state corporations and institutions, as well as organizations that support them, for instance, banks. Citizens, on the other hand, represent the end users of the service provided. State and private corporations and their staff can also be included among the end-users, especially when the support services aim at them (Lee, Tan & Trimi, 2006, p. 116; TRA, 2013, p. 10).

Like e-Government, m-Government functions on four fundamental levels of interface, namely: m-Government to the public, m-Government to private business, m-Government to civil servants and m-Government to state corporations and institutions. M-Government interfaces depend on the four fundamental levels of e-government, but they convert to cellular structural blocks. At the same time, the key stakeholders seek to embrace the use of mobile technologies in government support services. The mobile government transformation calls for a restructuring of the entire government and its business activities (Mengistu, Zo & Rho, 2009, p. 1448). M-government separates into two realms, namely: back office and front office applications based on the four fundamental levels of interface. Back office applications deal with the use of mobile technologies in government collaborations (m-Government to civil servants and m-Government to state corporations and institutions) for the enhancement of public service delivery. This is a cost reduction measure with respect to governance. Front office applications, on the other hand, manage the use of mobile technologies to ensure that citizens and private businesses have access to basic information and services (Mtigwi, 2012, p. 40).

The Telecommunication Regulatory Authority of UAE is already involved key exercises that are crucial in the management of smart government transformation in the nation. These exercises link to the countrywide network, mobile identity, cellular modernization, mobile phone payment systems and Reliable Service Manager. These undertakings are main enablers for the countrywide success of the smart government. A realistic framework that involves key undertakings has bolstered these exercises. This has had a noteworthy impact on decisions related to the exercises carried out by TRA. Additionally, TRA is working with all government entities to ensure that m-Government transformation spreads throughout the country.

UAE m-Government Success Index

The UAE had set a target of transforming its services to m-Government by mid-2015. The target relied on the smart government readiness index. The smart government readiness index incorporates mobile transformation of federal government services, the level of utilization of m-Government services, and the citizen satisfaction level. The smart government readiness index also includes the level of public awareness and acquaintance with m-Government services. M-Government readiness index is a self-evaluation platform for assessing m-Government services at any point in time (”UAE government completely”, 2014, p. 1). The country has made great strides towards m-Government transformation, which aims at serving the citizens through mobile devices with the ultimate goal of improving the environment, enhancing the status and achieves user satisfaction.

In fact, the country has managed to implement m-Government transformation within a record period. The first phase of the initiative results came out very recently with a success rate of 96.3 % for the most significant 337 services, the majority of which are procedural, informative and social services. A lot still need to happen for business and enforcement services. The success rate for different government departments are as follows: 100% for Infrastructure, Environment and Energy Department; 97.7% for Finance and Economic Department; 97% for Social Affairs Department; 94% for Security and Justice Department; 89% for Education Department; and 93% for other departments (”UAE government completely”, 2014, p. 2).

The most significant achievement by the UAE government is the change of both staff and citizen mentality and the culture of government services. Currently, service delivery is no longer pegged on human labour, but on advanced systems technological systems (”UAE government completely”, 2014, p. 2). According to His Highness Sheikh Mohammed bin Rashid Al Maktoum, the transformation process is at the last phase. The only thing remaining is linking up all services together to enhance the quality of mobile applications and attain a high level of consumer satisfaction or happiness. Sheikh Mohammed also explains that the number of citizens using m-services is still low.

He attributes this to lack of public awareness and difficulty to use the new system. Nevertheless, the government, through the Telecommunication Regulatory Authority, is planning to launch a nationwide campaign to sensitize citizens on the benefits of m-Government services and teach them how to use the new system (Nasri & Abbas, 2015, p. 528). The UAE government is planning to increase the number of citizens using m-Government service to over 80 percent by 2018. The plan will involve streamlining m-Service in order to make it faster and simpler. In addition, the UAE government is planning to introduce a star rating system for its m-Government services to enhance the quality of service and improve user experience.

Role of TRA in the Successful Implementation of m-Government

The Telecommunication Regulatory Authority (TRA) is an autonomous body mandated to regulate the ICT sector in the UAE. TRA ensures longevity, competitiveness and accountability among players in the industry. Some of the TRA’s key responsibilities include ensuring e-services are available and accessible across the country, licensing operators, safeguarding consumer interest, representing the country in global forums, developing the ICT industry, and assisting in the implementation of the most excellent superior technologies (TRA, 2013, p. 18). According to the TRA-UAE (2012), TRA influences m-Government implementation through the provision of policy guidelines, management of m-Government development roadmap, provision of support services, expansion of ICT infrastructure and the creation of public awareness.

One of the major challenges facing m-Government implementation in many countries is the lack of substantial laws regulating usage of mobile technologies, particularly the transfer of data and information (TRA, 2013, p. 22). In the United Arab Emirates, the existing legal structure stems from the Federal Electronic Business and Transaction Act of 2006. In its current form, the ICT law is not competent enough to explain the new developments in m-Government transformation such as mobile payments. For instance, the current law dictates that all mobile transactions must be conducted using local currencies. This law needs amendment so that it does not become an impediment. For this reason, TRA is working closely with other stakeholders to come up with an all-inclusive digital law that would create a favourable environment for the development of m-Government. The proposed law should not only be restricted to data security and privacy but also provide a legal base for mobile-based transactions and commercial activities (TRA, 2013, p. 23).

The Telecommunication Regulatory Authority, through its Program Management Office, handles a roadmap for the development and implementation of m-Government in the United Arab Emirates. The roadmap models to bridge the gap between e-Government efforts and national agenda (TRA-UAE, 2012, p. 3; TRA, 2013, p. 28). As already been mentioned, the UAE ‘s mobile government is devoted to delivering government services to citizens across the country, regardless of their socioeconomic status and level of education. The roadmap splits into four faces, each with a number of milestones. The first phase involves the establishment of a favourable environment for m-Government services to thrive. This phase contains milestones, which concentrates on making important establishments for the m-Government to exist and persist. This begins with setting up a strong and well-equipped management team to strategize and actualize m-Government transformation. Other milestones focus on the operations and interconnectivity of the government entities at the national level. They also look at ways of enhancing stakeholder involvement and cooperation, building the capacity of citizens and government agencies, and creating a supportive mobile industry and legal structure (TRA, 2013, p. 29).

The second phase involves the assessment of capability and capacity of state agencies. This phase contains milestones, which focuses on situation assessment with respect to the capability and capacity of state agencies so that the subsequent stages could be executed in a more efficient and straightforward manner. This will help in developing realistic approaches for service delivery. The third phase concentrates on the establishment of shared resources across state agencies at the top level. This is the essential for enhancing the readiness of all state agencies, particularly from the technological viewpoint and distribution of ICT infrastructure. The last phase is the realization of citizens’ happiness or satisfaction. This phase includes milestones that support citizen-oriented m-Government transformation, particularly the underprivileged or minority groups. It also focuses on the endorsement of m-Government services to accelerate the adoption process (TRA, 2013, p. 30).

State agencies are very much aware of the pressure linked to m-Government transformation. However, the majority still lacks understanding of the whole process, and, therefore, treated with care (TRA-UAE, 2012, p. 7; TRA, 2013, p. 42). The national and local government employees still need direction and clarity on the nature of m-Government transformation to build the capacity needed for the actualization process. The Telecommunication Regulatory Authority, through the Mobile Centre Innovation Centre, usually provides training to all public servants, especially those who lack the capacity (TRA, 2013, p. 44).

On the other hand, mobile phone usage among the UAE citizens has become a habit. Smartphone penetration in the country is approximately 65 percent, which translates to a high level of technology uptake. The smartphone users have an average of 30 applications installed on their devices, and the majority of them have access to the internet. This means that most UAE citizens are knowledgeable and have the necessary. However, the number of users off m-Government services is still low. This explains the low awareness and complex nature of the system. For this reason, TRA is planning to launch a countrywide public awareness campaign to sensitize and educate citizens on the benefits of m-Services, as well as train them on how to use the new system (TRA-UAE, 2012, p. 9).

As been mentioned, the UAE already have a robust ICT infrastructure thanks to the Telecommunication Regulatory Authority. The Telecommunication Regulatory Authority has created a beneficial environment for all state departments during the transition period through shared ICT infrastructure (application programming interfaces and data sharing platform architecture) and services, as well as providing proper guidelines and instructions. This has helped to remove inefficiencies and duplications in various areas. Furthermore, shared infrastructure has led to a strategic partnership and cooperation among the key stakeholders, which has created an all-inclusive environment.

The Telecommunication Regulatory Authority has also ensured that the mobile Public Key Infrastructure unifies among all the stakeholders, especially the mobile network operators to present a standardized security system. The mobile Public Key Infrastructure (PKI) is a system that guarantees a high level of data and information security within the m-Systems. It makes sure that any information or data sent through the mobile phone networks are in encrypted form and authenticated access. TRA has also rolled out a plan to integrate mobile payment systems with other public and private services. In addition, TRA always carries our regular analysis on the technology needed for various operations.

To shape the dynamics of the mobile industry towards supporting m-Government programs, the industry requires regulation. With the headship of the Telecommunication Regulatory Authority, the country has been able to come up with innovative models of public and private partnerships, which has guaranteed the survival of tech companies in the value chain. These companies provide services to state agencies that are in charge of the m-Government transformation process. Therefore, Telecommunication Regulatory Authority not only supports the m-Government transformation by bringing different stakeholders together, it also generates new dynamics and prospects in the ICT industry. Furthermore, the Telecommunication Regulatory Authority has integrated the concept of outsourcing and partnership and came up with the inter-business outsourcing relationship. They define inter-business outsourcing relationship as a linkage between service providers and clients arising from the contractual agreement. The contractual agreement highlights the benefits liable to each party. TRA (2013, p. 42) explains that the relationship/partnership between IT outsourcing firms and their clients helps in minimizing risks, increases predictability and, therefore, reduces uncertainty. Therefore, the outsourcing relationship has a significant impact on the outcome of outsourcing contracts.

Gaps in the Literature

Works of literature on m-Government implementation or adoption in the Arab World are scarce, compared to the West (AlAwadhi & Morris, 2009, p. 586). Gebauer et al. (2010, p. 274) believe that m-Government publications in the Arab World are still lacking. They claim that diffusion theory is comparatively new in the Gulf Region. According to AlAwadhi and Morris (2009, p. 588), studies related to the impact of telecommunication activities are non-existent.

Since the adoption of m-Government service is similar to other e-services, the influential factors affecting the implementation n process include reform bureaucracy, efficacy, ease of use, and culture and social factors. Numerous studies conducted in the Western World verify this. However, studies on the influence of telecommunication authority on the implementation of m-Government do not exist. In addition, a number of studies on the influencing factors of e-Government and m-Government adoption contradict each other. Studies conducted in Europe to some extent show different results from those conducted in the Middle East and, therefore, this needs further research. Furthermore, little research establishes the influencing factors of m-Government adoption in developing economies, particularly in the Gulf Region.

Studies related to m-Government initiatives offer a twisted view of measures of success for implementation of m-Government service. This could be its accountability (AlAwadhi & Morris, 2009) or cost effectiveness (Alateyah et al., 2013). In addition, it could be bridging the digital gap (Snellen & Thaens, 2008) or accessibility to m-Government services (Mengistu et al., 2009). It could be through financial gains (Trimi & Sheng, 2008) or efficiency (Lee, Tan & Trimi, 2006) and public-private partnership (Humaidan, 2013). Lastly, it can involve process transformation (Zalesak, 2003) and infrastructural framework (Zeleti, 2010).

They also do not focus on individual factors that can influence the adoption of m-Government service in the United Arab Emirates. Researchers have been more concerned with factors such as public awareness, readiness and accessibility of e-services. Their concern has been more subjective instead of corroborating the empirical evidence. It is true that the use of e-services is beneficial, but it is not clear how individual factors such as planning, infrastructure and support, and training influence the implementation of smart government and usage of m-Government services. This paper aims to bridge the existing gap. The main objective of this paper is to establish the role of TRA in the successful implementation of the smart government initiative in the United Arab Emirates. TRA’s role relies on the following factors: planning, infrastructure and support, and training.

Methodology

Introduction

The methodology is the process of instructing the ways to do the research. It is, therefore, convenient for conducting the research and for analysing the research questions. The process of methodology insists that much care influences the kinds and nature of procedures to observe in accomplishing a given set of procedures or an objective (Blanchard & Cathy, 2002). The purpose of this research proposal is to create a room for further research that will assess the role of Telecommunications Regulatory Authority (TRA) on the Smart Government Transformation Index in the United Arab Emirates (UAE). Consequently, the research study is exploratory. Exploratory research studies provide researchers an opportunity to assess areas that have not been extensively researched (Saunders, Thornhill, & Lewis, 2009). Therefore, engaging in exploratory studies contributes to the development of additional knowledge on the issue or phenomenon under investigation. This goal comes by testing the stipulated hypotheses. To undertake the research study, a comprehensive research methodology is necessary. This part includes the research design, the sample and the methods used in gathering information. It also contains the data analysis methods, validity and reliability of data and the limitation of the study.

Quantitative and Qualitative Approach

Quantitative research approach refers to the use of statistical techniques, mathematical methods and calculation techniques to analyse data (Saunders, Thornhill, & Lewis, 2009). The quantitative methodology aims at utilizing mathematical and statistical theories and models to analyse the data. The quantitative method validates the hypotheses and conclusions that stem from the qualitative methodology. The scientific procedures and processes that help in quantitative methodology encompass deriving models and theories; designing instruments for data gathering; controlling the variables empirically; and analysing data using models.

The qualitative approach is mostly concerned with the human motives and the reasons behind such motives (Saunders, Thornhill, & Lewis, 2009). The main questions that come with qualitative approach are ‘why?’ and ‘how?’ in addition to ‘what?’, ‘where?’ and ‘when?’ Concerning this, a researcher utilizing the qualitative approach will tend to use smaller samples rather than larger samples. Qualitative approach strictly generates only information that applies to the designated case study; any additional information is guesses. Once the hypotheses stem from a qualitative approach, they filter through the quantitative approach.

Advantages and disadvantages of primary research

Primary research is relevant for categorizing the observations or variables, examining the variables and generating statistical representations to analyse the observations. A researcher who utilizes the primary research design has a predetermined knowledge of what to expect. In addition, the researcher employs data collection instruments like questionnaires or other relevant data collection equipment. The kind of data handled through primary research is mainly in numerical or statistical format. A strong feature of the primary research is that it is the most efficient design to test hypotheses. Its limitation is that the relevant details of the variables or observations may be overlooked (Saunders, Thornhill, & Lewis, 2009).

On the other hand, primary research does not give a full detail in terms of the description of the research process. Unlike qualitative research, the researcher has no idea of what results to expect because he/she mainly relies on observations. Primary research approach consumes a lot of time and demands many resources in terms of money and expertise (Saunders, Thornhill, & Lewis, 2009).

Research Design

There are three types of research design: exploratory research, descriptive research and causal research (Blanchard & Cathy, 2002). This study utilized the exploratory research design. The exploratory research design mainly explores the nature of the problem in order to draw inferences. In this scenario, the researcher is in a good position to understand the problem under investigation. The flow of exploratory research involves identifying the problem and seeking to find the appropriate solutions and new ideas. Exploratory research is mostly applicable in circumstances where the structure of the research problem is not definite. The interview is a good example of the methods that helps to gather information in this kind of research.

On the other hand, descriptive research is mostly applicable in circumstances where the structure of the research problem is explicit. This kind of research is valid when the researcher expects to distinguish the various observed facts in a sample or a population. In addition, descriptive research is valid when the researcher has a prior understanding of the problem under investigation. Causal research is the kind of research whereby there is a clear structure of the research problem. In this case, the researcher is interested to explore on the cause-effect relationship. The design identifies the causes, analyse them and the extent of the effects is reviewed (Blanchard & Cathy, 2002).

Considering the exploratory nature of the research study, the research will adopt the mixed research design. The study will take into account the qualitative and quantitative research designs. The choice of the mixed research design has arisen from the need to improve the quality of the research study. First, the integration of the qualitative research design will aid in the generation of adequate data from the field to support the study. Moreover, the research will have an opportunity to collect data from the natural setting, hence improving the relevance of the research study. In the course of implementing the qualitative research design, the study will take into account the grounded theory.

Subsequently, incorporation of the grounded theory in the qualitative research design will enable the research to elucidate the issue under investigation. For example, the research study will contribute to a further understanding on the importance of adopting a multi-dimensional approach in formulating the employee compensation policies. Conversely, the quantitative research design will aid in improving the effectiveness with which the research data are analysed and interpreted by the target research audience such as organizations human resource managers.

Case Study Approach

The case study is an approach of methodology that applies when a comprehensive research or investigation is required. The case study is widely applied in sociological studies, but of late, it applies in research institutions. Case study approach has procedures to follow; hence, the researcher is required to stick to the guiding rules and principles to produce the best results. Through a case study approach, the researcher has access to a wide range of data sources; because of this, case study results are always very comprehensive and in-depth.

The case study research does not entail sampling; hence, it is beneficial to select the cases in a relevant manner in order to maximize on what is valid. Through a case study approach, relevant issues that form the basis of the study reveal. In addition, issues that appear to be more complex come out using case study as a research approach. The basic steps to follow when structuring a case study approach are the research questions should be clearly stated and defined, choose the cases and the data collection and analysis techniques, arrange to gather data, process and analyse the collected data, and make a report with regard to the analysed data.

Population and Sampling

There are two popularly used procedures for sampling. The sampling procedures include prospect sampling and non-prospect sampling. In a probability sampling procedure, the samples are representative of the population. This is because all the entries have a chance of selection. On the other hand, items in the non-probability sampling do not have an equal chance. In this scenario, not all the items in the population have equal chances of selection. The data for the study came from the employees of the organization under study. The employees had profiles that fit the context of this study. Therefore, the employees were an excellent choice because many of them have had the organization experience. Because not all the employees could be accessible, a non-probability sampling procedure was important in this study.

A pilot test needed to ensure that the questionnaires were reliable and valid. After the pre-test, the questionnaire editing was important to remove and change some words. Another pre-test was then important to be sure that the questionnaire was now very reliable and very valid. The study targeted employees who work with the UAE federal government. Conducting a study on the entire population is not manageable due to the high cost and the amount of time required. Consequently, the research study will take into account the sampling technique. To make the study manageable scholars found that the research will integrate the simple random sampling technique in constructing the research sample (Scott, 2011, p. 90).

This technique will ensure that there is no bias in conducting the study. The study had a sample of 164 respondents for data collection. The study will take into account both males and females in constructing the research sample. The study assumes that the selected research sample will be representative of the workforce perception of the relationship between pay and performance. The choice of these regions has arisen from the need to understand the impact of social and cultural diversity on the employee perception and hence performance.

Data Collection and Instrumentation

In any research, there are basic stages that are involved in regards to the shaping of the research. These stages include understanding the research problem, the conceptual framework of the research, data collection, data analysis and interpretations, and drawing inferences and making recommendations. In this study, quantitative research method helps to test the hypotheses formulated. The quantitative research method is very instrumental in harnessing mathematical models that are enshrined to natural facts. The existing theories construct a conceptual framework that measures this type of research.

The adoption of primary sources played a fundamental role in improving the relevance of the research findings. The integrated interviewing technique helped to collect data from the field. Consequently, a set of questionnaires was developed. The questionnaires acted as a guide in conducting the interview. The questionnaires were mainly composed of open-ended questionnaires to provide the respondents an opportunity to answer the required issues based on their opinion. The respondents received the questionnaires directly via an online media. Thus, the data collection method entailed an online survey. Adopting this method of administration validates the need to minimize the cost of the study. This is because of the fact that respondents stay sparsely.

Questionnaire Survey

Questionnaires are a pre-formulated set of questions that require the respondents to record their answers usually within closely defined alternatives. The respondents can receive the questionnaires from the researcher via mail or through personal delivery. Before designing a questionnaire, there are three principles to pay attention to, these principles include principles of wording, principles of measurement, and the general set up of the questionnaire. The principle of text entails the content and purpose of the questions, for instance, the researcher needs to understand the nature of variables to consider. If a variable is subjective such as satisfaction where it measures a respondent’s beliefs, perceptions, and attitudes, the questions should draw the dimensions and elements of the concepts. In addition, when tapping the objective variables such as age and income, a single direct question would be appropriate. The wording and language are other elements of the principle of text, for instance, the language of the questionnaire should approximate the level of understanding of respondents. Consequently, the choice of words should depend on the degree of education of the respondents.

The principle of measurement encompasses the principles to ensure that the data collected are appropriate to test the hypotheses. These principles include categorization, which entails the adjustment of negative questions to become positive issues, coding, using scales and scaling techniques, and reliability and validity. Reliability indicates how stable and consistent the instrument taps the variable. The general set up of the questionnaire encompasses the introduction to respondents, length of the questionnaire, instructions for completion and the overall appearance of the questionnaire.

Data Analysis and Presentation

The collected data will be analysed quantitatively. This goal comes by incorporating quantitative data analysis tools such as tabulation, use of graphs, percentages, and charts. Considering the fact that the research study has integrated the qualitative research design, the data analysis and presentation method will entail the adoption of the textual presentation technique. This technique comes about by using statements that comprise numerals. One of the textual presentation tools that are important in analysing the research data entails the Likert scale. By using this tool, the research will be in a position to evaluate the qualitative data using point scales such as the 5-point Likert scale. In addition to the above technique, the research will integrate the Microsoft Excel data analysis technique. The adoption of this technology will play a fundamental role in improving the effectiveness and efficiency with which the collected data will be analysed using tables, charts, and graphs. Moreover, incorporation of the Microsoft technique will play a fundamental role in improving the ease with which the research data translates.

Limitations of the study

There have been a considerable measure of concerns on extra-budgetary costs of gathering of the information, paying little mind to whether the accumulated information is truly genuine or not and whether there may be an unequivocal conclusion when translating and breaking down the information. What’s more, a few representatives were hesitant to offer some data that was private and perilous in the hands of their rivals. This represented an extraordinary test in the examination as the specialist needed to take a more drawn out time to discover workers why should willingly give out sufficient data.

Findings, Data Analysis and Interpretation

The distribution of age is in Table 4.2 and Figure 4.2 above. According to the results, there are 47.9% of the participants aged between 26 and 35, which is the largest proportion, followed by participants aged between 36 and 45, composed 33.7% of the sample, and participants aged between 46 and 55, accounted 12.4% of the sample. Finally, participants aged above 55 or between 18 and 25 composed 4.7% and 1.2% of the sample respectively.

In terms of the education level, nearly half of the participants (49.1%) have a postgraduate degree or above, which is the largest proportion, followed by participants who have a bachelor degree, composed 36.7% of the sample, and participants who have a diploma, composed 11.8% of the sample. There are only 2.5% of the participants have high school or below degree.

Regarding the income of the participants, 39.6% of the participants indicate that they have income above 5000, which is the largest proportion, followed by participants who have income between 3001 and 5000, composed 31.4% of the sample, and participants who have income between 2001 and 3000, composed 16.6% of the sample. There are 10.7% of the participants have income below 1000 and 1.8% of the participants have income between 1000 and 2000.

Table 4.5 and Figure 4.5 above summarized the employment period of the participants in the organization. According to the results, 32.5% of the participants have stayed more than 10 years, which is the largest proportion, followed by participants who have stayed between 7 and 10 years, composed 24.3% of the sample, and participants who have stayed between 4 and 7 years, composed 22.5% of the sample. In addition, there are 35 participants have stayed for less than 3 years, comprised 20.7% of the sample.

Reliability Analysis

Reliability analysis evaluates whether the multiple instrument items are measuring the same variable or concept (Blanchard & Cathy, 2002). In SPSS, the Cronbach’s Alpha value measures the reliability of the various variables. The minimum requirement for the value of Cronbach’s Alpha is 0.7 to ensure that the items are internally consistent and reliable. In the exploratory study, the Cronbach’s Alpha value of 0.6 is valid. In this study, the various measurement items are from previous studies, thus, the minimum value is set at 0.7. The corrected-item total correlation (CITC) is also included to evaluate the reliability of the individual item. If the CICT is below 0.5, then the item cannot reliably measure the corresponding variable and is invalid for further analysis (Blanchard & Cathy, 2002). The Cronbach’s Alpha if item deleted indicate whether the Cronbach’s Alpha value goes up or down after excluding this item. Thus, if this value is above the Cronbach’s Alpha value for the variable, the item is invalid for further analysis. Table 4.6 summarizes the results.

According to the results, the Cronbach’s alpha value of the knowledge of transformation index, role of the Telecommunications Regulatory Authority (TRA), planning, training, infrastructure and support, subjective norms, and smart government transformation index are 0.836, 0.817, 0.761, 0.739, 0.898, 0.833, and 0.837, which are all above the minimum requirement of 0.7. In addition, the CICT for individual items are all above the minimum requirement of 0.5 and the Cronbach’s Alpha if deleted for individual items are all below the Cronbach’s Alpha value. These results demonstrate that these items are internally consistent and reliable, and are valid for further analysis.

As can be seen from Table 4.7 and Figure 4.7, more than half of the participants are familiar with the knowledge of transformation index. There are 52.1% of the participants indicate, “Compared to the average person, I am familiar with the transformation index policies” and 46.2% of the participants indicate, “Compared to my friends, I am familiar with the smart government services transformation activities”. From the total score of these three items measuring Knowledge of the transformation index, a large group of participants have a score of 11 or 12. To gain a clearer picture of the participants’ Knowledge of the transformation index, there was the aggregation of the items measuring Knowledge of the transformation index. The aggregated mean value was 3.69, suggesting that participants have medium level knowledge of the transformation index.

Table 4.8 shows the overall responses to the role of the Telecommunications Regulatory Authority (TRA) among participants. According to the results, the mean value of all measurement items was between three and four. Thus, the participants’ attitude, concern was at a medium level. By analysing the frequency, more than half of the participants have expressed their concern regarding the role of the Telecommunications Regulating Authority (TRA). In order to gain a more detailed picture of the level of role of the Telecommunications Regulatory Authority (TRA), the aggregate mean score was classified into three levels: low (below 2), medium (2-4), and high (4-5). The aggregate mean score was 3.76, suggesting a medium level of role of the Telecommunications Regulatory Authority (TRA). There was a summary of the overall scores of the items measuring role of the Telecommunications Regulatory Authority (TRA). The results reveal the range to be 16, with scores ranging from five to 20. The majority of the participants have an overall score between 14 and 16.

Table 4.9 summarized the frequency analysis for items measuring planning. According to the results, the majority of the participants agree or strongly agree that “Proper planning by the (TRA) of the smart government services transformation produces good implementation results”, “Planning enables smart government services transformation to be undertaken within a shorter period”, and “Planning of the smart government services transformation by the (TRA) improves efficiency and accountability”. The aggregated mean value of planning is 3.98, nearly 4, suggesting that participants have a positive attitude towards the planning of the transformation index. Figure 4.9 summarized the score of the items measuring planning. As can be seen from the results, the majority of the score ranged between 10 and 15, indicating a relatively higher-level positive attitude towards planning.

Changes in Telecommunications & Workings of the Media Industries

Introduction

All the media sub-sectors in the industry have remained affected by the steady evolutionary changes in information communication technology (ICT) in the last two decades through numerous ways including efficiency in operations, creation of revenue opportunities, or negatively through the delineation of traditional skill, and functions (EFI LW C, 2003).

The new faces emerging in the media industry in the wake of deregulation, technological advancement and the rise of elitist audience have tended to reverse the manner in which the media fraternity works in delivering its mandate.

These changes have moved with speed to amend the working environment and the participants delivering to the audience. Tremendous improvements in technology as an effort to embrace the changing needs of the contemporary media environment has served to reclaim the approaches of media different from the traditional modes of selection and dissemination of information to the target populations across the world (Winseck & Jin, 2011).

However, critical concerns raised by ardent believers in change and media democracy have remained the magnitude by which these changes have worked to reverse the mode of operations in the media (Vogel, 2004).

Although changes in telecommunications have worked for the betterment of the mainstream media participants, they have acted to pressure them with a view to respond to the urgent call for synchronization. This, according to analysts, has motivated or pushed media houses to transit from traditional to modern approaches to media functioning (Winseck & Jin., 2011).

Discussion

The advancements in the technology space have acted as a motivating element necessary to bring about the overwhelming reaction from both media providers and the consumers. As the internet technology expanded to attract the attention of the business world, businesses became largely interested in the emerging trends in new technology.

This brought about the rise of the “dot.com” economy as proxies of moneymaking in the realms of market dynamics. The changes in technology especially the telecommunications afforded the business world to formulate strategies aimed at pushing materials to the users (Vogel, 2004).

The media industry on the other hand took these events with speed to exploit the opportunities that had been presented to them by both the technology as the enabler and the consumer reaction to changes in technology.

This scenario hugely influenced the media to formulate newer methodologies through which they could appeal to the users of information. Informed of the immense changes that had worked to the detriment of their traditional means of reaching the information users, the media fraternity assumed the role of followers of technological insights in order to remain relevant to the information world (EFI LW C., 2003).

These technologies have had far-reaching impact on the media practices especially the print media. Newspapers, magazines and other print materials have been escalated to jointly meet the masses using the internet as their most efficient form of communication. Today, it is common practice to see people read news on the internet via ipads, and phone enabled technologies.

In order to keep pace with the changing needs and preferences of the market, traditional media forms have ensured that they embrace strategic changes in modes of operation including collection, dissemination of information to the larger audience (Bustamante, 2004). The issues of reliability and availability as the takeoff for a plausible medium have challenged the impending practices of the traditional media organizations.

In the contemporary twenty first century, media availability and reliability has been questioned and critics of conventional mass media have cited these two elements as lacking in or perhaps having less emphasis. Therefore, the media services provided with a framework of technology have come in to address the limitations of this strategic magnitude (Hoskins & McFadyen, 2004).

The term media fraternity encompasses a fragmented or desperate collection of numerous sub-sectors including equipment suppliers and the mainstream media. The media companies have a wide range of products, some of which get the characterization of graphics and media sectors.

Changes in technology have tended not only to affect the mainstream media, but also the affiliate groups, which have previously not been categorized under the media sector. The suppliers of media equipments have been forced to form strategic alliances and partnerships aimed at meeting the challenges of going alone (Hoskins & McFadyen, 2004).

These changes have since meant that no single participant in the industry has the overwhelming capacity to beat the market dynamic without seeking a strategic advantage offered by other members in the same industry.

The suppliers have adopted strategies that rely on the identification of necessary interconnected technologies to form alliances with industry players with the requisite expertise in technology. This trend means that the service suppliers will remain strategically significant in the future in terms of formulating and implementing strategic purchasing decisions.

Digital convergence in the media industry serves as the driving force for a movement away from the institutionalization of the media toward the decentralized form of media. Traditionally, the media industry had confined itself to the dictates of the elitist minority who often controlled the content, movement and the mode of dissemination of material information to the audience.

The rise of technological boom and the emergence of social networking such as Facebook, charts and email messaging have challenged the approaches of traditional media.

These trends have disenfranchised the conventional media practice where in the media could “filter then publish.” Today, the media houses and its affiliates have been made to amend this mode toward “publish then filter” approaches in order to feed the users of information with all necessary information (Goodwin, 1998).

Convergence between technological infrastructure elements and devices, and vendor functions continue to create new opportunities. This has allowed media participants to decentralize their business portfolios.

On the other hand, the internet providers have succeeded in acting as facilitators of transactions in the media for trade completed through e-commerce. The publishing groups have begun separating their portfolios between content through multiple distributions, thus offering them additional strategic syndication and rights.

The rise of media technology in the later part of the 21st century has facilitated media organization to provide media materials such as texts, audio, print and video over the wired or other wireless connectivity. In the wake of these advancements has motivated media players to explore or utilize the application of multimedia delivery forms of information.

Today, the old as remained surrounded by a convergent media at a multi-level ground in which all media elements and components have developed the impetus to reform in order to adapt to the lasting demands of the new technologies. Therefore, these changes have welcomed new ways of creating, distributing, consuming and interacting across the world (Winseck & Jin, 2011).

Although the changes in technology have brought about tremendous changes in the operational environments of the media world, many media experts have equated these changes to a tip of an iceberg because many facets including business, health, art, education, and government continue to be carried out through facilitation of the media space via technology devices (Hollifield, 2004).

Informational mobility has characterized the world today with the emerging new technologies in telecommunications. The need for faster dissemination of information to the target users has demanded that the media houses transit from the constricting forms of distribution embedded in conventional media toward methodological approaches capable of appealing to these dynamics (Mansell, 1993).

Media convergence has emerged as a philosophical and economic strategy where communications organizations have sought to benefit from making their varied media forms to work together. For instance, the emergence of new TV technology shall cause no much difference between the computers and Television sets.

Thus, companies have tended to capitalize on their resource availability though investment in research and development (R&D). These trends have been informed by corporate concentration, in which governments have promoted fewer conglomerates to enter into new kinds of media through the process of deregulation and market decentralization.

Media players have sustained economic gains by using technology as a basis for widening their media portfolios to emerge with strong brand enabled by cross marketing and promotion. Subsequently, media companies continue to place their cards well with regard to strategic product delivery using the telecoms as the enablers (Curran & Gurevitch, 2005).

The technology shift has necessitated the emergence and growth of new media, which has bypassed the traditional media. Telecommunications improvements continue to motivate the users of information to rethink their needs, thus creating new demands. On the side of audiovisual industries, the impacts of technological growth continue to promise even greater results.

Although the conventional audiovisual products, television programs, films, and videos may be disseminated through physical media, they have existed as analogue or digitized information. Without the existence of the technological devices, such media information could not exist.

Operational functions of media firms such as job functions, needed skills and product delivery have been altered to meet the challenges of the moment (Cave et al., 2002). For instance, the publishing groups, their role as the distributors of information have resulted into a shift from product-specific functions to encompass content providers while building strong linkages with suppliers and customers (Nightingale, 2011).

In explaining this evolutionary growth and change in functions of various media sub-sections, one should examine the corresponding changes that constantly occur in the technology. Modes of transmission of information have been altered through digitization with an aim to cause a strategic response to the need for an immediate mobility of media information (Doyle, 2008).

The technological movements have caused the deregulation of the media industry where in, the potential participants have found it easy to enter. According to McChesney (2008), the only quality media that can guarantee value to its audience is the deregulated and free market system in which media organizations can exercise their autonomy and free will.

In the wake of the media revolution enabled by the move toward technological embrace, the media has been able to reap strategically from the growing changes (Nightingale, 2011).

Studies have indicated that the advent of internet technology has brought about the increased researches on its influence on consumption of messages using the traditional forms of communication (Picard, 2002). Surveys on the consumption of messaging using the internet reveal a decline in the number of people using these conventional forms of media.

The monthly survey reports conducted by the Research center for the people and Press proposed that the number of online news consumers increased (Gumbrecht, 2003) considerably while TV and print newspaper users declined in equal proportions.

The fundamental place for publicly available information, regular news facilitated by print media has remained democratically significant because they enable the public to make up their stands on issues of the society. Many scholars have suggested that the internet provides the best medium of communication in which over 200 million users engage in online communication and search purposes.

According to Gumbrecht (2003), the internet has provided a platform upon which numerous traditional news and media organizations have anchored their practices in appealing to the preferences of the media market.

With over 13 million internet links, traditional media have tended to consume these improvements in technology to provide effective and robust services to not only businesses, but also institutions and governments. The changes have informed and challenged the traditional media organizations to shun methodologies that fail to offer the society with opportunities to address their concerns (Holt & Perren, 2011).

The new technology promises to shatter the traditional and undesired modes of information relay. The latest media that include the wikis, iPods, Podcasts, peer-to-peer communications have served to redeem the society from the unprecedented censorship, autocratic and limiting sense of the tradition or the conventional media (Ward, 2003).

This scenario has had an enormous impact by challenging the singular voice of the old media perspectives (Murdock & Golding, 2000). Informational endowment by the underprivileged serves as the most potent weapon that can incapacitate the autocracy and authoritative media and the elitist group using media as a tool to propagate their self-interests at the expense of the wider society (Benjamin, 1938).

Although the advent of technology has been cited as the detriment of the media influence on the mass audience, studies have suggested that most media organizations have utilized the synergies to create economic advantages. Today, the world of technology has motivated the masses to engage in free conversion with an aim of addressing the societal issues or simply for business or political reasons (Hesmondhalgh, 2007).

Using this as an enabler, media fraternities have gathered strategies to foster social participation in response to the challenges posed by the digitized media such as charts, wikis, and other instant messaging services.

To position themselves alongside these challenges, organizations have been forced to move out of their confines through strategic approaches in a bid to embrace change through gaining a strategic competitive advantage (Birkenshaw, 2000). In return, positive responses from the masses have translated into economic gains by those implementing change due to changes in technology.

Conclusion

Changes in technology have served as drivers of change in the approach, methodology, and scope of media functioning across the world. The theory and practice of the media organizations cannot be detached from the contextual environment of the society in which the media industry operates.

Efficiency and effectiveness of the media information systems due to advancements in technology has altered and perhaps redefined the traditional mode of gathering, synthesis, story production while offering opportunities to news agencies and reporters.

Technology has aided the in ascertaining the quality, reliability, and validity of the informational means and media channels via dissemination of information through different and plausible ways.

Although the traditional forms of media continue to operate under enormous competition from the digital and modern media forms, they continue to formulate strategies aimed at cushioning themselves against significant effects capable of impeding their progress. The use of strategies such as corporate social responsibility via support of the societies in which they operate has worked as a huge asset to their operations.

However, the advantages presented to these traditional media by the new forms have been exploited on the modalities of strategic partnership and alliances to profit and gain brand strength from the target market. For instance, the traditional forms have signed up millions of websites and internet links in order to capture the business using the power of technology.

The media have a primary duty to serve the interests of the masses as contrasted to the elitist group and its narrow approaches to the imperatives of the media to the society. Technology has thus worked to alter this movement from the narrow methodology serving the minority interests toward embracing the masses for which the media are established to serve.

This change in practice is informed by twofold approaches to change, including the competitive nature brought about by hi-tech technology and the growing concerns about the functions and the role of the media in promoting social, economic and political agenda in the twenty first century.

Current Trends in the Telecommunication Sector

Introduction

Since the onset of man’s industrial ambitions, one of the realities that have constantly prevailed is that of change which has led to old ways sometimes being dropped for current trends. As a finance professional working in the telecommunication sector, I have witnessed trends in the business that have forced my organization to come up with various strategies to address these monumental changes. This essay purports to discuss the current trends in the telecommunication sector and how my organization has adapted to this with strategies that effectively addressed the changes.

Main body

The most apparent change in the sector is the shift to a more consumer oriented stance by the key players in the industry. Traditionally, there are three key players in the sector who include end users, service providers and infrastructure providers. The customer oriented behaviour has resulted in a reshaping of the manner in which service providers operate and subsequently, infrastructure providers have been affected by the same. In particular, as the service providers have become more customer oriented, they have allocated more resources into the revenue cycle concentrating less on operation problems. Traditionally, the role of infrastructure provides was limited to the construction and the formation of network and no one expected the providers to indulge in any other activities. However, current trends result in infrastructure providers not only being expected to build smooth systems to facilitate the telecommunication but also expected to be more customer oriented by adding more services to their existing portfolios that were previously handled by the service providers.

This shift was especially apparent to be in my capacity as a member of the managerial team in the finance department in Motorola Turkey (infrastructure provider), and as a member of a project team responsible for delivering the first Managed Services Contract in the world under GSM sector, Vodafone Turnkey 2 G Project (with a contract value 1.5 Billion $). To deal with these new trends, my organization had to come up with strategies to ensure the efficient delivery of the requirements of the contract. The first major strategic change was in our roles in the industry where we began considering the services providers (who are our customer) as our new partners without compromising the service mentality. Also, we assumed that the end users were our new customers

Another strategy involved the formation of small cross functional teams that were very given flexible decision making abilities. All of the tasks were to be handled by these project units which were connected to each other in a very organic way. As such, we maximized on all the communication means with our customer. Instead of fixed scheduled meetings, we made ad hoc meetings an intrinsic part of our teams. To ensure our success in the managed services, we also came up with a new base of targets aside from our regular customers who included; our service provider, our partner and their customer and various end users.

Conclusion

In addition to this, my organization ensured that compliance to external and internal rules and regulations was at the heart of our decisions, therefore dramatically decreasing rework. My organization capitalized on its multinational strength in every way possible relocating the best professionals to the areas they were most needed. We also endorsed the six sigma way of operating and as such, we allocated resources to only value added tasks and tried to eliminate variation and defects. These strategies enabled us to effectively cope with the current trends.

How Might the Telecommunication Industry in Australia Affect the Rollout of National Broadband Network in Australia in 2011?

Introduction

The telecommunication industry in Australia is experiencing a massive and rapid economic boom with various reports showing a great value of performance orientation by its respondents in the industry. The industry is mainly made up of businesses that provide telecommunication services to the public either by cable, wire or radio.

The major activities of the telecommunication industry in Australia include internet services, operation of radio relay stations, telephone services, operation of television relay stations, teleprinter and telex services, network communication services, cable and communication channel services, and satellite communication services.

The industry is fundamentally event driven with diminutive execution of planning in areas other than finance or marketing.

The lack of planning is evident in contemporary Future Orientation with the conveyed desire for future orientation, but the introduction of intensive competition has recently promoted more product planning and the general business planning in the market.

However, elements such as size, novelty, and politics of the present-day industry environment has contributed in depicting planning less effective than otherwise expected.

The interference by such factors in the telecommunication industry has protected the free-to-air TV networks, and at the same time contributed to Australia’s holdup in rolling out high-speed internet access through the National Broadband Network initiative.

The ever changing market and technology has brought in a real forecast in the capitalization and elevation of Future Orientation, and this brings in the likelihood of Australia following the paradigm of America and other European countries in developing strategic mechanisms of capturing the market’s vast potential.

The growth and immense potential in this industry saw the planned roll out of the National Broadband Network (NBN) project, which is meant to take advantage of the existing economic and social opportunities in the digital sector.

While delivering an affordable, high-speed broadband to every corner of the Australian society, the project is projected to drive the country’s economy for decades to come by migrating from copper to the fibre optic network

When the Australian government went ahead with the privatization of Telstra, which is the country’s largest telecommunications company, there were major concerns on the contradictory role of the government as regulator and owner of the telecommunication giant.

Major concerns also remain in Telstra’s potential capability of abusing its monopoly power to impediment regulatory outcomes through belligerent use of its litigation. Delaying in making a satisfactory public bid for access to its network and inflating the prices of its wholesale services such as fixed and mobile network are some of Telstra’s alleged abuses.

In order to level the competitive telecommunication field, the Australian government instructed Telstra to separate its retail and wholesale arms for the NBN project. Telstra vehemently opposed this idea and the draft legislation that would separate its structures within its telecommunication network.

Regulatory and judicial proceedings still mar Telstra with numerous disputes with its competitors over access to its network rights. Despite this, various stakeholders have since entered the scene with ardent interest.

The NBN initiative is projected to create a network that will handle an assortment of data that is increasingly complicated, therefore amalgamating the media and the information technology industries with telecommunications.

The Media

The media and communications industries has undergone through changes in its general corporate organization with mounting competition between media segments on the maximum gain and use of content being produced (Stuart Cunningham, Graeme Turner 4).

They can possibly copy their archaic models onto the NBN brand via the wholesale services of a telco since they have a strong brand with millions of users.

Although it is not defined, foreign nationals seeking proposals that relates to portfolio shareholdings into the media industry are subjected to a ‘national interest test’ since foreign investment in the mass media is limited (Chang and Thorson 16).

Media stakeholders should therefore gear up to with mechanisms that will help them profit from their audiences with the convergence of media and internet-based technologies through high-speed broadband even as they continue to enjoy protection from outside competition. (Butcher 127).

Despite this projection, most media companies are still looking and grounded on their core competencies rather than stirring towards media innovation.

Advantages of Public owned Telecommunications towards NBN Rollout.

The NBN initiative will produce and promote a prevalent network that is competent in handling both broadband and narrowband requirements with equal adept in managing interactive and broadcasting services.

One feature of this project is that it involves and embraces the elaboration of neo-liberal views and ideas of economic regulation.

In this view, public ownership of telecommunication infrastructure and services is seen as a central point for national pride and sovereignty with a common feeling of owning a piece of a vital national infrastructure (Fairbrother 52).

Public views and ideas would initially be ‘measured at heart’ for the NBN project and this would douse any thought of manipulation by ‘outside’ parties, and also bring public calm with general accountability to the project.

Public ownership would not cultivate into the current climate of crisis brought about by the free market that would dictate the wages and conditions of each and every Australian. Public ownership of the NBN roll-out would basically promote a unified and coherent platform for the whole initiative.

Disadvantages of Public owned Telecommunications towards NBN Roll-out

Advantages of Private owned Telecommunication Infrastructures towards NBN Rollout

International communication through telecommunications is rapidly becoming the backbone of trade, productivity, and the general business activities which are the linchpins of a growing, healthy economy (Mody, Bauer and Straubhaar 53).

Privatization in the telecommunication industry is seen as a catalyst to development with a significant input. In this view, the streamlining of the telecommunications industry in Australia has made it impossible to find public-owned telecommunication carriers due to the concept of deregulation and privatization.

This model is highly important because it will redefine the NBN initiative into from the typical public good, to a more global-oriented project that is competitive both domestically and internationally with a customer-driven service.

The Telecommunications industry is quite complex in technology and operations, and the only way that consumers can be better served is if more providers are included in the field. Consumers will be offered more competing products, prices, and services in order to meet the ever more diverse demands.

Such private owned companies are also capable of responding quite better to consumer demands than the public-owned corporations that may not act imperatively (Cunningham 151).

Sometimes such projects do halt due to lack of funds that can be brought about by underestimation or even the changing tides in commodity prices, and the telecommunication companies which are private-owned can quickly accumulate for these funds.

This means that the NBN initiative will flourish under long-term macroeconomic relief, and also can carry on and meet deadlines rather than wait for the tedious process associated with the public owned companies.

Generally through private ownership, the NBN project will see a proficient financing and management with the inclusion of professionals who bring real sustainable efficiencies to the whole project.

Privatization is therefore the more efficient solution to the sorry nature of most state-owned of telecommunication infrastructures with its limit on resources and the changing technological know-how.

Disadvantages of Private owned Telecommunication Infrastructures towards NBN Roll-out

Private ownership of telecommunication systems in Australia will only bring distrust to the fore since it’s a product of an intrinsic capitalistic motive, and will also spread the adage that any control of information leads to the control of both political and economic procedures and the NBN project has not fallen short of such perception.

Since telecommunications is an important industry that connects every sector of the Australian society, it might be used by a single entity or group of companies to create an oligarchy of economical information which can snatch power from the government.

This will greatly hinder the roll-out of the NBN project since Australia is a society which has a fair history of distrust in private ownership of infrastructure.

Private ownership of the NBN roll-out would not put public interest into consideration and the individual private companies would only be interested in generating shareholder’s profits at customer’s expense.

Privatization would also encourage manipulation and cover-ups of various inconsistencies associated with the NBN initiative since such organizational setups detest public scrutiny.

Privatization will allow foreign competitors enter the telecommunication market indiscriminately and would endeavor to servicing only wealthy businesses and individuals who can afford their expensive services.

In this event, the NBN initiative would therefore leave its core policy of universal service unsettled. It’s hypothetical for privatization to take place without liberalization since such profit-driven enterprises do operate as a monopoly in its selfish achievements that can prove untenable for the government to contain(Leahy and Michael O’Brien 2-5).

Analysis

Australia is tremendously relying on the NBN initiative to face out its obsolete copper telecommunications network. The pendulum of opinions surrounding the NBN roll-out is due to its importance for the country’s economy, future development, and international competitiveness.

The apparent stratification in the Australian telecommunication industry is quite higher than desirable and is derivative of the existing socio-political level of attitudes.

The rapid restructuring in the industry is significantly affecting collectivism and power expanses, especially with the differing view between those who do not have the slightest clue of the impending changes and those that are knowledgeable of what is to come with the changes.

Although there are calls for either private or public investment in the telecommunications industry, it’s unfortunate that the processes have represented a vicious circle of events that is detrimental to both the economic and political systems.

Conclusion

The emerging picture from the NBN initiative and the general Australian telecommunications industry is the consistent socio-political values that underpin the economical importance of this project to the country at large.

If telecommunication laws are well designed implemented, it would reduce the general fear and uncertainty that accompany the dreary investment in the telecommunication sector. At the same time, Telstra and its competitors should learn in ways they can corporate and be diplomatic about their differences rather than the self-sacrificing we are now witnessing.

Even as the telecommunications industry undergoes through the intense process of change that seems endless, there is no doubt of the massive and infinite benefits that the NBN initiative will bring for generations to come.
