Module 1 Query: After the 9/11 terrorist acts in 2002, Congress and the executive branch began the process of standing up a new department for homeland security that now employs nearly one-quarter million employees. Though the 22 agencies that came from four other cabinet-level departments continue with their former responsibilities (such as import duties enforcement or natural disaster management), they are now part of a larger organization (org chart on p. 69 of the Bullock book) that is primarily tasked with preventing and responding to domestic terrorist threats. Police researchers remain uncertain whether a single national bureaucracy was the optimal solution to the country’s homeland security or whether better coordination among multiple agencies is ideal. Drawing on my lecture and your assigned readings, please provide your views on whether building a department with a quarter-million employees would be your first step in reorganizing US national security after the 9/11 terrorist attack.

Your goal in Part 1 of the essay assignment is to explain impact of the selected incident on public safety. In Part II, explain the key developments in the field related to the Non-Governmental Organizations (NGO) as a result of the selected incident. Analyze the key events in order to assess the state of preparedness of NGO’s. The objective is to identify critical vulnerabilities and recommend corrective actions.
Research the effect the incident you selected had on NGOs and businesses. Address the following in your essay (500-750 words):
How have these events impacted the handling of current preparedness practices by NGOs and businesses? For example, would you say a large scale event will be handled differently by emergency managers based on lessons learned from the selected incident? Why or why not?
Describe how the incident has influenced civil and legal processes in the field of emergency management and homeland security regarding the dimensions of preparedness, mitigation, response, and recovery since your selected event. (For example: clear bag policy at sporting events, proper exits, increased security)
Finally, discuss your responsibility as an emergency responder or manager to make sure your community is as prepared as possible for emergency situations.
