In the scenario regarding Lemon Valley and their advocacy efforts to expand walking trails and add sidewalks, there are additional things to consider besides just gaining approvals. Funding, for example, is often a challenging hurdle to overcome, especially since community funds are budgeted out sparingly to avoid raising taxes and such.
