Reaction Paper #2 – This paper will be a reaction paper to the Rutgers Community Service Officer Program. More specifically, please view the video posted and identify several aspects of the program which are more beneficial than a traditional internship program. You should identify what aspect(s) of the program are most beneficial and how you (the future law enforcement officer) can benefit from same. Please pay attention to the technology utilized when viewing the video as well. It is not mentioned, but you can clearly view many of the items we spoke about and touched on within your readings. Where appropriate you should identify things discussed from your assigned Chapter readings. Please cite at least three (3X) sources within the paper.

WHAT YOU NEED TO DO:
You have one of two options to complete the project once you find your article:
You can write a ~1000-word essay on the topic you choose. (Arial, 12 pt., double space that’s about 3 pages). You do not need in text citations or a cover page. Just title the document at the top of the first page and have the citation for your source after the final paragraph. (Author, Title of the article, URL, date will work fine)
You can prepare a short slide show. Minimum 10 slides, including cover slide, 8 content slides and 1 for bibliography. If you are doing slides, make them “pretty” – Use a theme other than the black-on-white background, some pictures from the internet on the content pages, etc. Your slides should NOT be massive blocks of text you rip from the article (that’s plagiarism). You need to summarize the points for each page in bullet points. You DO NOT have to present the slideshow. I’ll grade the product.
You need to turn the product in to me through CANVAS. The Final Due Date, as previously mentioned is July 22 and that is an absolute limit. You CAN turn in your completed product at any time before that and I encourage you to do so. That way you can concentrate on the end of the term.

You have just been given the assignment of starting a police department for Metropolis, an urban city of 300,000 citizens.  Metropolis is a very diverse city that is divided into many different neighborhoods with varied socioeconomic demographics.  The city includes a popular waterfront tourist industry.  Although the crime rate is relatively low, the citizens are very concerned about police services, particularly the growing drug use among young people in the neighborhoods and a potential “outsider” police force that does not understand the needs of their community.      
 
In a paper of no more than 6 pages, describe the structure and operation of your police organization. The text of the paper should be typed, doubled spaced, with 1-inch margins and page numbers. In addition to the text, the paper should include a title page and bibliography for a total of 8 pages. The paper shall not include any graphs, lists, pictures or artwork of any kind. You are required to site at least six sources in the paper. You MUST incorporate the course textbook into your paper. Please use the APA format.  
 
The paper should be a well-integrated review of course materials and other sources needed to develop an outline for a police organization.  In addition, your paper should describe the basic policing philosophy of your department as it relates to the concerns of the citizens, including identified innovations in police strategy and theory.  Incorporate the answers to the following questions in your paper and be specific and detailed in your explanations.

Juvenile justice was created as a way to deal informally with troubled and delinquent children. The original intent was rehabilitation rather than punishment, with the state or local authority acting as parens patriae:
literally, “parent of the country”—gives the government authority to step in and make decisions about children, even against the wishes of their parents, when doing so is in the children’s best interests.
Especially when the real parents were absent or abusive. But as the system grew and overwhelmed the judges, as due process rights granted to juveniles “legalized” the process of justice, and as public opinion backed tough-on-crime policies, the system became more formal. It took on more and more aspects of the adult criminal justice process, with some juveniles even being tried in adult courts.
Most people agree that juvenile justice has yet to live up to its promise. There are, however, glimmers of hope. Many jurisdictions have implemented plans such as youth mentoring, teen courts, youth drug courts, and restorative justice programs, which may successfully prevent young people from offending or reoffending. What seems to work best are programs that best fit the original goals of the juvenile justice system: they are small; they are tailored to each youth’s individual needs; they address the complexity of a youth’s problems, rather than simplistically trying to fix one or two issues; they focus on offenders’ successful reentry into the community; and they provide the opportunity for youthful offenders to achieve something meaningful.
