 Tactics and Force Multipliers While the term terrorism is difficult to define, the process of terrorism is not. Terrorism is simply a way of fighting, In fact, Max Boot (2013) advances the argument that guerilla warfare and terrorism dominate the history of warfare. Conventional war, he concludes, is not the normative method of fighting. Terrorists fight in the shadows, and security forces must be prepared to operate in that environment. Brian Jenkins (1984, 2004a, 2004b) says that there are six tactics of terrorism: bomb-ing, hijacking, arson, assault, kidnapping, and hostage-taking. Recently, the arsenal of terrorism has grown to include threats from weapons of mass destruction (WMD), but the public does not clearly understand these threats. Technology has also modified bombing to include virtual attacks through computer systems (B. Jenkins, 1987; Brackett, 1996, p. 45; J. White, 1986, 2000; Parachini, 2003). Jenkins says that the six tactics can be enhanced by force multipliers. In military terms, a force multiplier increases striking power without increasing the strength of a unit. Terrorists routinely use force multipliers because they add to their aura. All political terrorists want to give the illusion that they can fight on a higher, more powerful level. Four force multipliers give terrorists more striking power (see the following feature titled “Another Perspective: Force Multipliers”). Researchers have known for many years that technology can enhance a terrorist group’s ability to strike (see Ketcham and McGeorge, 1986, pp. 25-33; Bunker, 1998; Linstone, 2003; Brookbank, 2006; Wright, 2008). Cyberterrorism and potential WMD attacks are examples of technological force multipli-ers. Daniel Benjamin and Steven Simon (2002, pp. 365-382) demonstrate that media coverage and interpretation of terrorist events often serve as force multipliers. One incident can be converted into a “campaign” as electronic media scramble to break the latest news. Law enforcement officers are trusted to enforce the law but they are also trusted that they won’t abuse their authority. ” Generally, departments place emphasis on the background investigation because an intensive background investigation can help to ensure agencies recruit only the most qualified individuals and also can indicate an applicant’s competency, motivation, and personal ethics. ” David Decico (December 2000). You do need education so you know know the ins and outs of your craft and yes an increased diversity is also good so that minorities can relate to the victims more. However without a good mental health the policeman would either burn out fast or would make a costly error that would bring bad publicity to that precinct. STEPHANE RESPONSE: When discussing a police department’s organizational structure and functions, they are both critical components of one another. If there are changes to a police department’s structure, it can also alter the organizational function. In considering factors such as relations in minority communities, it is necessary to make changes to the structure of these organizations. When considering the needs of constituents, only considering one approach in every instance will not always deliver a considerable outcome.  
There are instances when minority communities have not felt safe in their own neighborhoods because of the social climate around the world, implementing community policing, department diversity, and specialized community units will help them to foster a better relationship with law enforcement. Increasing diversity within police departments will also increase the effectiveness of police community relations because to give communities more space to be receptive of the officers in their communities, it would be easier when they see someone that looks like them. 
 Implementing bias training within departments will increase the known biases that occur within the police force that impact the communities. Learning and understanding that biases occur within the station and in the field will aid in the department’s growth. According to statistics, 58% of Americans believe that policing does need changes in to make policing better. 88% (almost 9/10) of Black Americans state that major changes are needed compared to 63% in Hispanic Americans and 51% in White Americans (Crabtree, 2020). Cultivating changes within the structure of police departments are necessary for fostering better relationships within and out of the department.

Kyle is trying to catch a plane at Denver International Airport. He knows that he is late for his plane; therefore, he is running through the airport as fast as possible. Unfortunately, Kyle does not see the banana peel that is lying on the floor in the middle of the concourse. He slips on the banana peel and goes sliding across the floor until he bangs her head on a metal counter and suffers a severe head injury.
Kyle files a negligence lawsuit against the Airport, which, we will assume, is in charge of maintaining the concourse. A subsequent investigation reveals that the banana peel was brownish when Kyle slipped on it. Kyle, of course, has no idea where the peel came from and why it ended up where it did.
Find one Colorodo case and cite it to provide the required elements of negligence.

Part 2: Trespass 
Dewey, Heuy and Louis are teenagers out for a walk on Central Avenue when they spot a bright and inviting Christmas display on the Morton’s property. Without meaning to damage anything, they decide to walk across the lawn to get a closer look.
Unknown to them, there is a faulty electrical connection on one of the mini twinkle lights. Mr. Morton had intended to repair the wiring but he didn’t get around to it before installing the display. In addition, there are a few groundhog holes on the front lawn that Mr. Morton knows about but never worried about because he knows where each one is.
As the three teens stealthily creep across the yard toward the lit up decorations, Dewey steps right into a groundhog hole, twists his ankle and falls with a howl right into the tree with the shorted wire, causing him to get a shock on his arm and shorting out all the decorations on that circuit.
Dewey sues Mr. Morton for negligence.
