The World in Disarray: American Policy and Crisis of The Old Order is a book by Dr. Richard Haass that deals with the issues of national and international circumstances in which different countries find themselves in political scenes. The book is divided into three; the first part focuses on the history of the world’s order from the emergence of the modern state system to the end of the cold war. The second explains the historic changes and shifts in the world order in the last century quarter. World leaders have an important role in maintaining peace and encouraging states’ sovereignty (Haass, 2017). According to Haass (2017), the order includes arrangements that promote prosperity, peace, and freedom. Therefore, world leaders are tasked with the responsibility of making sure the world is in order.
Diplomacy for Haass takes center stage to achieve the desired results and enact Sovereign Obligation Accords (Haass, 2017). Haass suggests that “there is a need to develop and gain support for the definition of legality that embarrasses not just the rights but also commitments of sovereign states ” (Haass, 2017). Diplomacy greatly relies on the nations’ responsibilities to protect their people by encouraging diplomacy and negotiation. Diplomatic negotiations are achieved through bilateral treaties. Diplomacy is also used in arms regulation negotiations and nuclear agreements between nations. Diplomacy needs delicate, continuous negotiation and consultation and strategies that move from granting incentives to armed interventions once a transnational compromise has been obtained.
Respect for borders where there should be no military force to change boundaries and restrictions on nations to act on their borders as they please. Suppose the United States or any other country carries or calls for a border intervention (Haass, 2017). In that case, it should be in the name of responsibility to protect as stated by the United Nations, which must be restricted to humanitarian involvements. Statehood creation by the people who have claims to it must be declared, Haass (2017), the dominant state from which the new state would have to be curved out would have to be open to considering the bid of statehood. Therefore, helping many nations from being separated from the aim of political grounds as compared to what the people want by giving them a right to make their choices.
The book addresses issues that are very serious to the world order and provides good crisis resolution ideologies that would work well in the modern order.
