Much attention should be paid to the policies of the Canadian government which has to reconcile conflicting priorities. In particular, the policy-makers of this country focus on the need to retain the sovereignty of their country. However, at the same time, they must protect the citizens of Canada from various global threats such as the dangers posed by terrorist organizations or rogue states.
