Public health care is a sector of the governmental influence which is aimed at following the health of the nation and informing those about some specific issues which may harm them. Much attention is paid to the problems which exist in the society, and Public Health is also considered, still, not all issues in the Public health are touched.

According to the information provided in the Public Health and Terrorism, one of the topics in a radio program All Things Considered, much attention is paid to the global problems which do not have direct influence on human health, like biological terrorism, but less attention is directed at more essential problems.

To make a public health care more effective, three specific steps should be followed, assessment, policy development and assurance.

Assessment

Assessment is the first step on the way for problem decision. The problem should be understood. For example, health care system should be aware of the cases of heart attacks and their connection to smoking. Assessment should b provided on the basis of the evaluation of the community health needs (Gostin, 2000).

In the relation to our problem, heart attacks and smoking, it is important to gather the information devoted to the number of people who suffered from heart attacks and indicate the percentage rate of those who smoked and who not.

This may allow the public health care community to understand the relation of smoking to heart attacks. Assessment also involves the understanding of the needs required for addressing an issue and the evaluation of the effectiveness of the chosen solution.

Policy development

Assessment of the influence of smoking on heart attacks allows us to understand that smoking influences the number of heart attacks people experience. There are no specific policies which may help reduce the level of influence of smoking in society.

The ban on smoking in public placed developed by different states could have been the best policy in the relation to the reduction of the heart attacks in the society. The inability to smoke in public places might reduce the amount of smoked cigarettes and reduce their level on human organism and heart.

Assurance

Health care promotion is considered to be one of the best variants to re-imagine the basic understanding of the health care in the society. The main idea of the health care promotion is not to convince people to doing something by means of the governmental releases, but to help them make their choices on the basis of the recommendations and personal understanding of the problem.

Public health action plan to prevent heart disease and stroke (2007) is one of the promotion programs aimed at addressing the goal aimed at improving human health in the relation to cardiovascular health.

The main methods considered in this promotion plan are as follows, detect the problem, prevent it, consider and treat the risks. The main directions of the plan are to develop several policies in the relation to the problem, create some training opportunities, enhance some data for monitoring the problem, etc.
