You have just been given the assignment of starting a police department for Metropolis, an urban city of 300,000 citizens.  Metropolis is a very diverse city that is divided into many different neighborhoods with varied socioeconomic demographics.  The city includes a popular waterfront tourist industry.  Although the crime rate is relatively low, the citizens are very concerned about police services, particularly the growing drug use among young people in the neighborhoods and a potential “outsider” police force that does not understand the needs of their community.      
 
In a paper of no more than 6 pages, describe the structure and operation of your police organization. The text of the paper should be typed, doubled spaced, with 1-inch margins and page numbers. In addition to the text, the paper should include a title page and bibliography for a total of 8 pages. The paper shall not include any graphs, lists, pictures or artwork of any kind. You are required to site at least six sources in the paper. You MUST incorporate the course textbook into your paper. Please use the APA format.  
 
The paper should be a well-integrated review of course materials and other sources needed to develop an outline for a police organization.  In addition, your paper should describe the basic policing philosophy of your department as it relates to the concerns of the citizens, including identified innovations in police strategy and theory.  Incorporate the answers to the following questions in your paper and be specific and detailed in your explanations.
1. What are the organizational characteristics of your department?
Consider: Ch. 1, 4, 12: Style, environment, and organization of your Department.
 
2. How many officers will you hire and what are the demographic characteristics of the staff?
Consider: Ch. 2, 5, 6 & 7: Number of officers, race, gender, etc.
 
3. What type of hiring standards/process does a recruit have to go through?  
Consider: Ch. 4, 5, 6, 10, 11: Minimum qualifications. What are you looking for in a recruit? Recruitment, testing, training?
 
4. What is the policing philosophy of your department?  
 Consider: Ch. 1, 8, 9, 10, 11, 12: Policing strategy, operational philosophy?
 
5. What types of patrol will you use?
Consider: Ch. 6, 7, 8, 10: Vehicles, Hot spots, Does type of patrol match your philosophy?
 
6. What technology or innovations in police strategy will your department employ?  How are you addressing the concerns of the community?    
Consider: Ch. 7, 9, 10, 15.  Crime fighting, and policing technology advancements?
